Documents reveal the Parole Board directed Oakley's release last year - but the Justice Minister launched a legal challenge to block his freedom.‌However an panel has now upheld the decision, saying he should be granted his freedom. The Justice Secretary claiming Oakley had shown "a more entrenched pattern of verbal aggression" and had shown "abusive and aggressive behaviours towards members of staff".
