PKK'nın silah bırakma sürecindeki son durumu AA Analiz için kaleme aldı. Bir devlet inisiyatifi olarak başlatılan Terörsüz Türkiye sürecinde 25 Şubat 2025'te terör örgütü PKK'nın elebaşı Abdullah Öcalan'ın örgüte silahları bırakma çağrısı yapmasının üzerinden neredeyse 15 ay geçti. Bu süreç boyunca devlet, terör örgütüne karşı askeri operasyonları durdururken örgüt de Öcalan'ın talimatları doğrultusunda Mart 2025'te gerçekleştirdiği kongreyle kendini feshettiğini ilan etti ve sembolik olarak silah bırakma töreni düzenledi. Ardından Türkiye Büyük Millet Meclisi'nde (TBMM) neredeyse tüm partilerin katılımıyla Milli Dayanışma, Kardeşlik ve Demokrasi Komisyonu kuruldu. Uzun çalışma temposunun ardından Şubat 2026'da örgün tasfiye süreci ve geri dönüşleri içeren yol haritası ve yasal/idari düzenlemelerin de ortaya konulduğu rapor açıklandı. Ancak o günden itibaren PKK'nın Zap bölgesinde bazı mağaraları tasfiye etmesinin dışında Kandil, Gara, Mahmur, Sincar, Asos gibi bölgelerdeki kontrol alanlarını boşaltma ve silah bırakma konusunda hala direnç gösterdiği ve somut bir adım atmadığı görülüyor. Sürecin başladığı ilk günlerden, Öcalan'ın (yeni askeri, siyasi ve sosyolojik gerçekliğin farkına vararak) örgütün ontolojik olarak anlamını yitirdiğini ilan ettiği döneme kadar, Kandil içerisinde farklı pozisyonlar oluştuğu görüldü. Örgüt içerisinde genel olarak silah bırakma sürecine muhalefet edildiği ancak bu kesimlerin Türkiye'nin askeri baskısının yanı sıra hem Öcalan'ın ağırlığını koyması hem de örgüt tabanından gelen taleplere dayanamayarak süreci kabullenmek durumunda kaldıkları görülüyordu. Türkiye'de kırsalda zaten elimine edilen ve Kandil'de yoğunlaşan PKK/KCK Yürütme Konseyi, bu yeni gerçeklik bağlamında Irak’taki örgütsel kazanımlardan vazgeçme pahasına Suriye'de alan hakimiyetine dayanan bir bölgede de facto/de juri kontrol alanına sahip olabileceklerini düşündü. Konsey, Öcalan'ın silahları bırakma çağrısının Suriye'yi SDG/YPG'yi kapsamadığı iddiası üzerinden hareket alanı oluştururken, burada özellikle İsrail'in Esed rejimin deviren Ahmed Şara liderliğindeki yeni Suriye'yi hedef almasından da cesaretle yeni bir pozisyon belirleme çabası içerisinde oldu. Bu bağlamda 10 Mart'ta imzalanan entegrasyon mutabakatına da uymayarak, maksimalist taleplerle Suriye hükümetini zorlayınca, hızlı bir askeri harekata maruz kaldılar ve hiç beklemedikleri şekilde kazanımlarını çok büyük ölçüde kaybettikleri yeni bir anlaşmaya zorlandılar. Suriye’de kendilerine vehmettikleri askeri güce de sahip olmadıkları trajik şekilde görülmüş oldu. Böylece Terörsüz Türkiye sürecinin önündeki büyük bir engellerden birisi kalkmış oldu. Türkiye'nin eli PKK karşısında güçlenirken Öcalan ve DEM Parti ile Kandil kanadının da tasfiye sürecini daha fazla kabullenir bir görüntü içerisinde olduğu görüldü. Ancak ABD-İsrail'in İran'a yönelik saldırıları durumu yine değiştirdi. İran'a yönelik saldırılar başlamadan hemen önce 22 Şubat 2026'da İranlı 5 Kürt muhalif örgüt, İran Kürdistan Demokrat Partisi (IKDP), PKK'nın İran kanadı PJAK, PAK, Habat Komala, "Irak Kürdistanı Siyasi Güçler Koalisyonu" adıyla bir araya gelerek bir çatı yapı oluşturdu ve bir deklarasyon yayınladı. Farklı ideolojik ve çıkarlara sahip Kürt örgütlenmeler ABD ve Siyonist odakların yönlendirmesiyle bir araya getirildi. Bu grupların adeta İran'a yönelik savaşın hemen öncesinde bir hazırlık niteliğinde Tahran yönetimine karşı yapılacak bir kara harekatında koçbaşı olarak kullanılmaları hedefledi. ABD/İsrail hava desteğiyle Kürt nüfusun yoğun olduğu bölgelerin kontrol altına alınması, İran’daki etnik ve mezhepsel fay hatlarının tetiklenmesi ve rejim muhaliflerinin harekete geçirilerek sürecin içeriden bir iktidar değişimine evrilmesi hedefleniyordu. ABD Başkanı Donald Trump doğrudan bazı örgüt liderleriyle telefonla görüşürken Kürtlerin harekete geçeceğini de ifade etmekten çekinmedi. Bu bağlamda süreç içerisinde PJAK üzerinden varlık gösteren Kandil, kendileri için Suriye’ye benzer şekilde yeni fırsatların oluşabileceği algısıyla Terörsüz Türkiye süreci bağlamındaki tasfiye ve silah bırakma şartını yerine getirmeyi ağırdan almaya başladı ve yasal düzenlemelerin öncelenmesi gibi taleplerle çeşitli gerekçeler öne sürerek tasfiye ve silahlanma sürecini durdurdu. Ancak nihayetinde bu girişim de başarısız oldu. İran rejiminin beklenenden daha dirençli durması, rejime karşı bir halk ayaklanması oluşmaması, Kürt gruplar arasındaki insicam sorunu, Suriye'de "satıldıklarına" yönelik algıyla birleşince bu gruplarlar şuana kadar harekete geçemedi. Türkiye'nin ABD nezdindeki temaslarıyla ortaya koyduğu tepki, sahadaki eylemsizlik Trump'ın Kürt örgütlere bakış açısını da değiştirdi. Hatta Kürtleri İran muhalefetine gönderilen silahları çalmakla suçlamaya başladı. Son başarısızlığa rağmen sahadan gelen bilgiler bu süreçte İsrail'in hem Kandil-PJAK hem de Suriye'deki SDG/YPG bileşenlerine sabırlı olmaları ve asla tasfiye olmamaları gerektiğinin telkin edildiğini gösteriyor. Kandilin bir yandan Öcalan'ın talimatları ve tabanın talepleri bir yandan ise İran'da oluşabilecek yeni fırsatlar ve İsrail'in yönlendirmesi arasında pozisyon almakta zorlandığını ve zaman kazanmaya yönelik bir hareket tarzının içerisine girdiği söylenebilir. Türkiye'nin devlet ve iktidar bağlamında kararlı olduğu Terörsüz Türkiye ve Terörsüz Bölge sürecinde atılması gereken adımları atarak yürümekteki ısrarı çok açık. Cumhurbaşkanı Recep Tayyip Erdoğan'ın son söylemleri de bu durumu bir kez daha tahkim etmiş durumda. İyi niyetli bir şekilde sürecin sonuna kadar götürülmesi için gayret ediliyor. Ancak Kandilin çeşitli araçlarla daha fazla "teşvik" edilmesinde fayda olduğu da diğer bir gerçeklik olarak önümüzde duruyor. Kandildeki bir grubun bölgede yaşanan her kaostan nemalanmak için hazır bekleyen ve kendilerini kullanışlı bir aktör olarak sunarak çıkar elde etme hayallerinden vazgeçmiş gibi durmuyorlar. Öcalan, Suriye kartının kaybedilmesinin ardından kendisi için "statü" arayışına girmiş olsa da PKK'nın tasfiyesi ve silah bırakma sürecine dair pozisyonunu koruyor. Ancak Kandilin Öcalan'ın tonu zayıflayan talimatları konusunda tereddüt yaşadıkları görülüyor. Bu noktada Öcalan'ın daha net ve kararlı olma mecburiyeti var. Burada DEM Parti ve tabanının da sürecin desteklenmesi ve Kandilin tasfiye ve silah bırakma süreçleri için yeniden baskı atmosferi oluşturmaları gerek.
