Kalkınma Hamlesi Teşvik Programı kapsamında, Doğu Anadolu Bölgesi'ndeki illerde hayvancılıktan turizme, tarıma dayalı sanayiden ileri teknoloji üretime kadar uzanan geniş yelpazedeki yatırımlara destek verilecek. Anadolu Ajansının (AA) "Anadolu'da Kalkınma Seferberliği" başlıklı dosyasının sekizinci haberinde, Doğu Anadolu Bölgesi'ndeki illerde yapılacak yatırımlara yönelik yerel kalkınma destekleri yer aldı. Bölgede yer alan illere yönelik yeni yatırım alanları, hayvancılıktan turizme, tarıma dayalı sanayiden ileri teknoloji üretime kadar geniş yelpazede şekillendi. Bu doğrultuda, bölge illerinin potansiyellerine göre belirlenen yatırım başlıkları, istihdamın artırılması ve ekonomik çeşitliliğin sağlanması planlandı. Yerel Kalkınma Hamlesi Teşvik Programı ile belirlenen alanlardaki yatırımlara, büyüklüğüne göre vergi indiriminden sigorta primi desteğine, faiz veya kar payı katkısından yatırım yeri tahsisine ve gelir vergisi muafiyetine kadar çeşitli destekler sunulacak. Her yatırım için 301 milyon liraya kadar nakdi destek ve yatırımın yüzde 50'si kadar vergi indirimi sağlanması öngörülen Program çerçevesinde, Doğu Anadolu Bölgesi'ndeki illerde çeşitli sektörlere yönelik yatırım destekleri sağlanacak. Söz konusu destekler, Kalkınma Ajansları Genel Müdürlüğü koordinasyonunda, 26 Kalkınma Ajansı aracılığıyla yürütülecek. Program kapsamında Ağrı'da alternatif turizm yatırımlarıyla birlikte, asgari 1000 küçükbaş ve 300 büyükbaş kapasiteli entegre et ve süt hayvancılığı projeleri ile jeotermal sera yatırımlarına destek aktarılacak. Ardahan'da desteklenecek alanlar arasında büyükbaş hayvancılık yatırımlarının yanı sıra, dört yıldız ve üzeri konaklama tesisleri, kaz yetiştiriciliği ve mobilya üretimi öne çıkarken, Bingöl'de termal turizm yatırımları, arıcılık ve su ürünleri üretimine teşvik verilecek. Sanayi ve katma değerli üretim alanlarının öne çıktığı Bitlis'te, doğal taş işleme, metal teknolojileri ve gıda ürünlerinden katma değerli üretim konuları desteklenecek yatırımlar arasında yer alacak. Elazığ'da, asgari 1000 büyükbaş hayvancılık yatırımları, su ürünleri üretimi ve Hazar Gölü çevresinde turizm yatırımları ile üzümden katma değerli üretim projelerine destek sunulacak. Tarihi İpek Yolu üzerinde yer alan Erzincan'da, alternatif turizm yatırımları ile içecek ve yapı malzemeleri üretimi teşvik edilecek. Erzurum'da, büyükbaş hayvancılık yatırımları, özel hastane projeleri, deri işleme ve madencilik alanlarına destek aktarılacak. Sarp dağları ve zengin kültürel dokusuyla bilinen Hakkari'de desteklenecek alanlarda yumurta tavukçuluğu, maden işleme ve içecek üretimi yatırımları dikkati çekerken, tarım ve sanayi entegrasyonunun hedeflendiği Iğdır'da gıda işleme, otomotiv yan sanayi ve konaklama yatırımları öne çıkacak. Kars'ta büyükbaş hayvancılık, konaklama tesisleri, kaz yetiştiriciliği ve dünyanın en eski buğday türlerinden biri olan kavılca buğdayına dayalı üretim projelerine destek sağlanacak. Kayısı başta olmak üzere, tarımsal üretimiyle bilinen Malatya'da, büyük ölçekli hayvancılık yatırımları ile tıbbi cihaz ve elektronik sistem üretimi desteklenecek. Muş'ta hayvancılık, turizm ve su ürünleri desteklenecek alanlar arasında yer alırken, Tunceli'de alternatif turizm, içecek üretimi ve küçükbaş hayvancılık projelerine yönelik yatırımlar ivme kazanacak. Türkiye'nin en büyük gölüne ev sahipliği yapan Van'da, turizm projeleri ile deniz araçlarına yönelik kritik parça üretimi, özel hastane yatırımları, jeotermal seracılık ve hayvancılık yatırımlarına destek aktarılacak. Yerel Kalkınma Hamlesi Teşvik Programı çerçevesinde sağlanacak desteklerle, Doğu Anadolu'daki illerin üretim kapasitesinin artırılması, ekonomik çeşitliliğin sağlanması ve bölgenin cazibe merkezi haline getirilmesi hedefleniyor. Bakanlık koordinasyonundaki Programla, Doğu Anadolu Bölgesi'ndeki 14 şehrin potansiyeli en iyi şekilde değerlendirilecek, üretimi teşvik edecek, yeni istihdam alanları oluşturacak ve yerelden başlayan kalkınma zincirinin, tüm Türkiye'ye yayılması amaçlanıyor.
