Birleşmiş Milletler Libya Destek Misyonu (UNSMIL) Başkanı Hanna Tetteh, 19 Nisan'da yaptığı açıklamada Türkiye'nin Libya'da istikrarı destekleyen tutumuna övgüde bulunarak, "Türkiye (Libya'da), önemli bir istikrar sağlayıcı rol oynadı. Türkiye'nin desteği olmasaydı özellikle Batı Libya'da şu anda sahip olduğumuz istikrarı yakalayamayacağımızı düşünüyorum." ifadelerini kullandı. Libya'nın doğusu ve batısındaki aktörler 5 yılın ardından UNSMIL himayesinde 29 Nisan'da İtalya'da doğrudan bir araya gelerek Libya Ulusal Seçim Komisyonunun yeniden yapılandırılması konusunda anlaşmaya vardı. İki taraftan 4'er temsilcinin bir araya geldiği toplantı sonunda ülkedeki siyasi çıkmazın en temel nedeni seçim yasaları konusunda yeni toplantılar düzenleneceği duyuruldu. Uzun yıllardır süren siyasi çıkmazın ardından ülkenin doğusu ve batısındaki aktörlerin aynı masaya oturması seçimlerin yapılması konusunda yeni umutları beraberinde getirse de sürecin yeni bir anlaşmazlıkla yeniden tıkanıp tıkanmayacağı konusu belirsizliğini koruyor. İstanbul Medeniyet Üniversitesi Öğretim Üyesi ve ORSAM Araştırma Direktörü Prof. Dr. Veysel Kurt, Trablus Üniversitesinde düzenlenen "Libya-Türkiye İlişkilerinin Gelişimi ve Geleceği" temalı çalıştayın ardından AA muhabirine yaptığı değerlendirmede, Türkiye ve Libya arasında Ocak 2020'de yapılan güvenlik anlaşmasının ardından Libya'ya ciddi bir istikrarın sağlandığını söyledi. Libya'da çeşitli uluslararası aktörlerin müdahalelerinin siyasi çıkmazın uzamasında olumsuz etkisi olduğunu kaydeden Kurt, şu ifadeleri kullandı: “Bugün geldiğimiz noktada Türkiye; hem Trablus hükümeti hem de Bingazi'deki aktörlerle ilişki kurarak bu aktörler arasında uzlaşıyı sağlamak için önemli diplomatik hamleler yaptı ve nihayetinde bu iki aktörün ilk defa yüz yüze uzun bir süre sonra İtalya'da bir araya gelmiş olması önemli.” Kurt, Libyalı tarafların toplantısında Ulusal Seçim Komisyonunun yapılandırılması konusunda uzlaşı çıkmış olmasının sürecin ilerlediğine dair önemli bir işaret olduğu değerlendirmesinde bulundu. Libya'daki bölünmüşlüğün son bulması için ya taraflardan birinin yok olması ya da taraflar arasında uzlaşının sağlanması gerektiğini belirten Kurt, şunları kaydetti: “Bölünmüşlüğün giderilmesi için iki senaryodan birisi gerekli. Ya bir taraf diğerini bütünüyle yenip kontrolü bütünüyle ele alacak ya da bir uzlaşı sağlanacak. İlk senaryo gerçekleşmedi. Uzun süren çatışmalar, iç savaş sürecinde ne Hafter tarafı ülkeyi bütünüyle kontrol edebildi, ne de Trablus hükümeti bunu yapabildi. Dolayısıyla aslında geriye ikinci senaryo 'uzlaşı' kaldı.” Türkiye'nin diplomasi tecrübesiyle taraflar arasında dengeyi sağladığını vurgulayan Kurt, "Yani iki taraf birbirini yok edemeyecekse geriye tek bir seçenek kalıyor; o da tarafları uzlaştırmak ve bence bütün zorluğuna rağmen Türkiye'nin bunu yapmış olması Libya'nın kurumsal ve teritoryal olarak bütünlüklü bir ülke olarak siyasi hayatına devam etmesi açısından oldukça önemli bir meseleydi." ifadelerini kullandı. Kurt, Libyalı tarafların seçim yasalarını ele alacak aynı masada bir araya gelmiş olmasının iyimser bir gelişme olduğunu vurgulayarak, şunları söyledi: “Tabi uzlaşı sağlandıktan sonra meselenin gerisine Libya halkı karar verecek. Yani seçimlerde nasıl bir sonuç çıkacağı, seçimlerden kimin, hangi yapının yönetim yetkisini ele alacağı artık Libya halkının vereceği bir karar.” Hacı Bayram Veli Üniversitesi Öğretim Üyesi Doç. Dr. Yunus Turan da Türkiye'nin tarihin her sürecinde olduğu gibi 2011'den sonra da Libya'nın bilfiil her zaman yanında olduğunu dile getirdi. Türkiye'nin Libya'nın ulusal bütünlüğü, toprak bütünlüğü ve tek bir şemsiye altında birleşmesinde siyasi ve güvenlik paradigmaları açısından ciddi çaba sarf ettiğini kaydeden Turan, şöyle konuştu: “Türkiye aslında; tek bir Libya, tek bir ulus, tek bir ülke mottosuyla ilerledi. Bugüne kadar da Türkiye'nin politikaları bu anlamda istikrarlı bir Libya politikası ortaya koyuyor. Libyalı tarafların Roma'daki toplantısında ortaya çıkan tablo Türkiye'nin başından beri Libya politikasının nasıl istikrarlı ve anlamlı olduğunu ortaya çıkardı.” Turan, Türkiye'nin 2011, 2014 ve 2019'da her zaman uluslararası platformlarda Libya'nın birliğini savunduğunu vurgulayarak, şunları kaydetti: "Bu 2026'da geldiğimiz nokta Türkiye'nin politikasını Libya halkının ne kadar arzuladığı ve onayladığını kanıtlamış oldu. Uluslararası medya bunu bu şekilde kabul etmedi. Uzun yıllar bu konuda ayak diredi. Libya'nın parçalanması noktasında politikalar ortaya koydu. Ama günün sonunda Türkiye'nin başından beri izlediği politikanın en istikrarlı ve Libya halkının da en arzuladığı politika olduğu ortaya çıktı." Turan, son gelişmelerin Türkiye'nin bölgede bütünleştirici bir aktör olduğu ve dış politikasının bölge halkı nezdinde karşılık bulduğunu gösterdiğini sözlerine ekledi. Hacettepe Üniversitesi Uluslararası İlişkiler Bölümünde Öğretim Görevlisi Dr. Burak Yetimoğlu ise Libyalı tarafların bir araya geldiği BM himayesindeki 4+4'ün toplantısının arka planında Türkiye'nin rolünün çok büyük olduğunu söyledi. İzmir'deki EFES-2026 Tatbikatında Libya'nın doğusu ve batısından askeri birliklerin bir araya gelmiş olmasının önemini vurgulayan Yetimoğlu, Türkiye'nin Libyalı tarafların 4+4 toplantısında bir masa etrafında toplanabilmesinde büyük emeği olduğunu ifade etti. Yetimoğlu, Türkiye'nin Libya'nın batısı ve doğusu arasında köprünün kurulması, ülkenin tek bir siyasi yapı altında daha istikrarlı ve güçlü bir yapıya bürünmesinde önemli adımlarının olduğunu belirterek, sözlerini şöyle tamamladı: "Bu 4+4 gibi toplantılar çok değerli. Libyalı tarafların 4+4 toplantısında masada seçime gidiş takvimleri noktasında çalışmalarını görüyoruz. Geçmişine baktığımızda Türkiye'nin burada almış olduğu rolü kesinlikle unutmamak gerekiyor."
