Paris Üniversitesinde araştırmacı Fatih Dağ, konuya ilişkin AA muhabirine değerlendirmelerde bulundu. Afrika'da silahlı örgütler üzerine araştırmalarıyla tanınan Kargın, Mali’de El Kaide bağlantılı JNIM ile ayrılıkçı Tuareg grupların bir araya gelerek oluşturduğu Azavad Kurtuluş Cephesi (FLA) arasındaki ilişkinin geçmişteki çatışmalardan stratejik işbirliğine evrildiğini söyledi. Kargın, "Bu iki yapının geçmişte yaşadığı ideolojik ve askeri çatışmalar, Mali hükümetinin Cezayir Barış Anlaşması’nı feshetmesi ve eski Wagner şimdi Afrika Kolordusu ile ordunun bölgede yürüttüğü askeri harekatlar neticesinde yerini stratejik ittifaka bırakmıştır. Bu ilişki bir birleşmeden ziyade ortak düşmana karşı kurulan askeri ve hayatta kalma ortaklığıdır." dedi. İttifakın yalnızca Mali hükümeti ve Rus unsurlarına karşı değil, aynı zamanda terör örgütü DEAŞ'ın Sahel yapılanmasına karşı da şekillendiğini ifade eden Kargın, bu ortaklığın sahada alan hakimiyeti mücadelesiyle bağlantılı olduğunu dile getirdi. İki yapı arasındaki işbirliğinin aşamalı olarak geliştiğini belirten Kargın, 2024’ten itibaren sahadaki askeri koordinasyonun arttığını ve 2026’da daha ileri bir seviyeye taşındığını kaydetti. Kargın, "Nisan 2026’da ise bu ilişki, Kidal, Gao ve başkent Bamako eksenlerinde eş zamanlı olarak yürütülen, al-Ghabass Ag Intalla ve Iyad Ag Ghali’nin dron üzerinden izlediği, istihbarat ve teknoloji paylaşımının en üst düzeye çıktığı geniş çaplı koordineli taarruzlarla başka boyutlara taşınmıştır." ifadelerini kullandı. İttifakın karşılıklı tavizlerle şekillendiğini vurgulayan Kargın, FLA’nın bağımsızlık hedefinden geri adım atarak özerklik modeline yöneldiğini belirtti. Kargın, "Uluslararası toplumun bağımsız bir devletin kurulmasına onay vermeyeceği konusunda JNIM tarafından ikna edildiği güvenilir kaynaklarca belirtilen FLA yönetimi, bağımsızlık hedefinden geri adım atarak İslami bir yönetim çatısı altında özerklik formülüne razı olmuş ve kendi bölgelerinde şeriat hukukunun uygulanmasını kabul etmiştir. JNIM ise idari ödünler vererek, şehir merkezlerinin yönetiminin ortak yürütülmesini ancak bu idari yapıda FLA’nın ağırlığa sahip olmasını kabul etmiştir." değerlendirmesinde bulundu. Kargın, Mali’deki krizin yalnızca silahlı grupların saldırılarından ibaret olmadığını, tarihsel, siyasi ve sosyolojik dinamiklerin etkili olduğunu söyledi. Kargın, "Mali’deki kriz iki örgütün (JNIM ve FLA) saldırısından ziyade on yıllardır biriken yapısal, siyasi ve jeopolitik gelişmelerin bir sonucudur. Mali’deki olayların temelinde, birbirini tetikleyen ve döngüye girmiş çok katmanlı bir yapı yatmaktadır." dedi. Uluslararası Rabat Üniversitesi ve CY Cergy Paris Üniversitesinde araştırmacı Dağ ise 25 Nisan 2026’da gerçekleşen saldırı dalgasının yalnızca güvenlik boyutuyla değerlendirilemeyeceğini belirtti. Saldırıların ülke genelinde çok katmanlı etki yarattığını ifade eden Dağ, bunun devlet kapasitesine yönelik geniş çaplı sınama olduğunu vurguladı. Dağ, "25 Nisan 2026’da Mali’de yaşanan saldırı dalgası, ülkenin farklı bölgelerine dağılmış hedefleri nedeniyle yalnızca bir güvenlik olayı değil, devlet otoritesinin coğrafi sınırlarını test eden eş zamanlı bir baskı girişimi olarak okunmalıdır. Böylece saldırıların etkisi tek bir şehir veya cepheyle sınırlı kalmamış, Mali devletinin başkentten kuzeye uzanan güvenlik kapasitesi aynı anda sınanmıştır." diye konuştu. JNIM ile FLA’nın aynı operasyonel çerçevede görünür hale gelmesinin önemine işaret eden Dağ, bunun sahadaki dengeleri değiştirdiğini belirtti. "JNIM ile FLA’nın aynı operasyonel bağlamda görünür hale gelmesi, Mali’de El-Kaide bağlantılı silahlı yapılar ile Tevarik merkezli ayrılıkçı hareketler arasındaki taktik kesişimin yeniden belirginleştiğini göstermektedir. Bu tablo, Rusya destekli güvenlik mimarisinin sahadaki etkinliğine dair soru işaretlerini artırırken, askeri yönetimin ülke genelinde caydırıcılık üretme kapasitesinin de ciddi biçimde sınandığını ortaya koymaktadır." Bu işbirliğinin tarihsel arka plana sahip olduğunu dile getiren Dağ, benzer ortaklıkların daha önce de görüldüğünü kaydetti. Dağ, "Bu bağlamda FLA-JNIM işbirliği, ani ve kopuk bir gelişme olarak değil, tarihsel bir pragmatik koalisyon döngüsünün yeni aşaması olarak okunmalıdır. 2012’de Mali’deki darbenin ardından kuzeydeki Tevarik isyancıları Gao, Kidal ve Timbuktu’yu ele geçirmiş, daha sonra Ensaruddin de bu isyan dinamiğine dahil olmuştu." şeklinde konuştu. Saldırıların coğrafi dağılımının stratejik olduğunu vurgulayan Dağ, farklı bölgelerin farklı askeri ve siyasi anlamlar taşıdığını söyledi. Dağ, "Operasyonel coğrafya açısından saldırı hattı tesadüfi değildir. Kidal Azavad iddiasının sembolik merkezi, Gao kuzey-doğu Mali’nin lojistik ve askeri düğümü, Bourem Gao-Kidal hattının kilidi, Sevare ve Mopti merkez Mali’nin stratejik kavşağı, Kati ve Bamako ise rejim güvenliği için hayatidir." dedi. Saldırıların yalnızca askeri değil, psikolojik ve ekonomik etkiler de oluşturduğuna dikkati çeken Dağ, başkente yönelik baskının giderek arttığını belirtti. Dağ, "JNIM önce başkentin ekonomik damarlarını baskılamış, ardından FLA ile birlikte Kati, Bamako, Sevare, Gao ve Kidal hattında çok cepheli saldırılarla rejimin güvenlik mimarisini zorlamıştır. Burada amaç yalnızca alan ele geçirmek değil, devletin zaten sarsılmış otoritesini daha da yıpratmak, askeri koordinasyonunu ve psikolojik dayanıklılığını aşındırmaktır." diye konuştu.
