düzenlemeleri de içeren Sosyal Hizmetler Kanunu ve Bazı Kanunlarda Değişiklik Yapılmasına Dair Kanun Teklifi, TBMM Genel Kurulunda kabul edilerek yasalaştı. Düzenleme kapsamında sosyal ağ sağlayıcıları, yaş doğrulama dahil gerekli tedbirleri alarak, 15 yaş altı çocuklara hizmet veremeyecek ve ebeveyn kontrol araçları sunacak. Oyun platformları da benzer şekilde ebeveyn kontrol araçları sağlayacak. Konuya ilişkin AA muhabirine değerlendirmelerde bulunan uzmanlar, çocukların dijital ortamda güvenli şekilde yetişmesine yönelik düzenlemenin önemine dikkati çekti. Kastamonu Üniversitesi Eğitim Fakültesi Eğitim Bilimleri Bölümü Öğretim Üyesi ve Yapay Zeka Çalışmaları Koordinatörü Prof. Dr. Selman Tunay Kamer, sosyal medyanın artık sadece eğlence ya da haber aracı olmaktan çıktığını belirtti. Kamer, dünyada çocukların dijital ortamlardaki zararlı içeriklerden korunmasına yönelik düzenlemelerin giderek yaygınlaştığını belirterek birçok ülkenin bu kapsamda farklı yasal düzenlemeleri hayata geçirdiğini anlattı. Kamer, "Tüm dünya artık çocukların dijital ortamlardaki bu zararlı etkilerden arındırılması için bir regülasyon yapma ihtiyacı hissetti. Bu kapsamda da her ülke kendine göre bir düzenleme getiriyor." ifadelerini kullandı. Bu noktada kişisel verilerin korunmasına ilişkin "Kimlik doğrulama sistemleri veri güvenliği açısından sorun oluşturur mu?" sorusunun gündeme geldiğini dile getiren Kamer, şunları kaydetti: "Kimlik doğrulama sistemlerinde kişisel verilerin platforma verilmeden, sadece doğrulama ekranı açılarak işlem yapılabilen bir çok uygulama var. Yani tüm bilgilerinizi vermiyorsunuz. Sadece yaş bilginizi vermiş oluyorsunuz. Bu özgürleşmeye bir müdahale değil, özgürlüğün kısıtlanması olarak değerlendirilmemeli. Ya da birilerini korumak, kollamak, birilerine yapılan itibar suikastını engellemek için gerçekleştirilmiyor. Geleceğimiz olan çocukların daha bilinçli, güvenli, temiz bir toplumda yetişmeleri, dijitalleşmeyi doğru bir şekilde öğrenmeleri ve kullanmaları adına yapılan çok olumlu bir regülasyon. Geç bile kalındı ama hayata geçirilmesi ve tüm bakanlıkların buna destek vermesi çok anlamlı. İnşallah ülkemiz için hayırlı sonuçlar getirir." Ankara Üniversitesi Tıp Fakültesi Çocuk ve Ergen Ruh Sağlığı ve Hastalıkları Ana Bilim Dalı Öğretim Üyesi Doç. Dr. Sadettin Burak Açıkel de 15 yaş altı çocukların duygusal düzenleme, dürtü kontrolü ve kimlik gelişimi açısından henüz olgunlaşma sürecinde olduğunu ifade etti. Açıkel, bu nedenle söz konusu yaş grubuna yönelik düzenlemenin, çocukların gelişimsel olarak daha hazır oldukları bir yaşa kadar koruyucu sınır oluşturması açısından önemli bir adım olduğunu kaydetti. Düzenlemenin çocukların ruh sağlığının korunması adına önemli bir fırsat sunduğunu ancak tek başına çözüm olmadığını vurgulayan Açıkel, "Eğer bu adım, ailelere destekleyici politikalar, okullarda psikososyal programlar ve çocuklara güvenli dijital alanlar eşlik etmeden uygulanırsa, sorunu yalnızca görünmez kılabilir. Ama doğru uygulanırsa çocukların daha sağlıklı bir dijital başlangıç yapmalarına ciddi katkı sağlayabilir. Sosyal medya kullanımının oluşturduğu riskler ancak bütüncül, koruyucu bir ruh sağlığı bakışı, risk analizi ile önlenebilir. Dijital okuryazarlık becerilerinin geliştirilmesi ise bu hususta önemli bir aracıdır." değerlendirmesinde bulundu. Çocuk ve Genç Psikiyatristi Prof. Dr. Bengi Semerci ise araştırmaların sosyal medya kullanımının hem olumlu hem de olumsuz yönleri olduğunu ortaya koyduğunu belirtti. Çocuk ve ergenlerin sosyal medya kullanımında en dikkat edilmesi gereken konunun problemli kullanım olduğunun altını çizen Semerci, bunun fizyolojik ve psikolojik sorunlara yol açabildiğini aktardı. Semerci, "Sosyal medya kısıtlamasının tek başına bir çözüm olmayacağı ve çok yönlü bir yaklaşımın gerekli olduğu" görüşünü paylaşarak, şunları kaydetti: "Aile ve okula da iş düşmektedir. Aile sadece kontrol etmek değil, açıklamasını da yaparak birlikte kurallar oluşturmalıdır. Yani yaşa uygun ebeveyn aracılığı önemlidir. Bunun erken yaşlarda problemli kullanım başlangıcını azaltabildiğine dair bulgular bulunmaktadır. Okul ise doğru telefon politikaları, duygu düzenleme, dijital sağlık okuryazarlığı ve siber zorbalık eğitimleri ile çocuk ve gençleri bilinçlendirebilir. Bu şekilde bir yaklaşımla gençleri koruyucu politikalar üretmek, tamamen yasaklamaktan uzun vadeli olarak daha faydalı olabilir."
