Hazine ve Maliye Bakanlığından edindiği bilgiye göre, Cumhurbaşkanı Recep Tayyip Erdoğan tarafından geçen hafta açıklanan "Türkiye'yi uluslararası ölçekte finans, hizmet ve ticaret merkezi haline getirme" hedefi çerçevesinde "Yatırım İçin Güçlü Merkez Türkiye Programı", çok uluslu şirketlerin operasyon merkezlerini Türkiye'ye çekmeyi hedefliyor. Bu konu üzerinde Hazine ve Maliye Bakanlığı tarafından bir süredir çalışıldığı ve kapsamlı teşvikler sağlandığı biliniyor. İstanbul Finans Merkezi (İFM) kapsamında elde edilen kazançlara 20 yıl boyunca sağlanacak kurumlar vergisi indirimiyle, yürütülen çalışma kapsamında çok uluslu şirketlerin yurt dışı operasyonlarının Türkiye'ye çekilebilmesi için yurt dışı kazançlarına yönelik kapsamlı teşvik sağlayacak "Nitelikli Hizmet Merkezi" modeli oluşturulacak. Söz konusu şirketlerin operasyon merkezlerini İFM'ye taşımaları halinde burası üzerinden yurt dışından elde ettikleri kazançları, kurumlar vergisinden tamamen ve süresiz istisna olacak. Öte yandan, çalışma kapsamında istisna İFM bölgesiyle sınırlı olmayacak ve çok uluslu şirketlerin operasyon merkezlerini İFM dışında bir bölgeye taşımaları halinde ise yurt dışından elde ettikleri kazançlarının yüzde 95'i kurumlar vergisinden istisna tutulacak. "Nitelikli Hizmet Merkezi" modeli kapsamında Türkiye'ye gelen şirketlerin personeline de ücret istisnası sağlanacak. Bu merkezlerde nitelikli personele sağlanacak istisnanın tutarı ise brüt asgari ücretin 4 katına kadar olacak.
