Mısır Prensesi Vicdan Moralı'nın kızı Abbase Sina Moralı ile memur İbrahim Şadi Kavur'un tek çocuğu olarak dünyaya geldi. Kadıköy'de başladığı öğrenimine Robert Koleji ve Kabataş Erkek Lisesi'nde devam eden Kavur, 16 yaşında Robert Koleji'nde okurken Michelangelo Antonioni'nin "La Notte (Gece)" filmini izleyerek yönetmen olmaya karar verdi. Ömer Kavur, yükseköğrenim için gittiği Paris'te, sosyal bilimler, gazetecilik ve sinema alanında eğitim gördü, Sorbon Üniversitesinde sinema tarihi üzerine yüksek lisans yaptı. Fransa'da yaşarken, "Sinemada Fransız Yeni Dalgası" akımdan etkilenen usta yönetmen, Türkiye'de ilk filmini yaptığı dönem bu nedenle "yaratıcı yönetmen" olarak anıldı. Fransa'da çektiği kısa filmlerle dikkati çeken ve çeşitli ödüller kazanan Kavur, Alain Robbe Grillet'nin 1968 yapımı "L'Homme qui merit" (Yalan Söyleyen Adam) ve Bryan Forbes'un 1969 yapımı "The Madwoman of Chaillot" (Çılgın Kadın) filmlerinde de yönetmen yardımcılığı yaptı. Kavur, Türkiye'ye 1971'de döndü, bir süre belgesel ve reklam filmleri çekti. Usta yönetmen, Türk sinemasında edebiyatçılarla yaptığı işbirliği ve uyarlamalarıyla önemli bir yer edindi. Refik Halid Karay'ın "Memleket Hikayeleri" eserindeki "Yatık Emine" adlı öyküsünden uyarladığı, aynı adlı ilk uzun metrajlı filmi 1974'te çeken yönetmen, filmdeki yalın anlatımıyla dikkati çekti. Ömer Kavur, 1979'da İstanbul'daki kimsesiz çocukların yaşamlarını konu alan "Yusuf ile Kenan"ı izleyiciyle buluşturdu. Füruzan'ın bir öyküsünden uyarladığı 1981 yapımı "Ah Güzel İstanbul" ile senaryosu­nu Selim İleri'nin yazdığı "Kırık Bir Aşk Hikayesi" filmleri, Kavur'un sinema tarzını biçimlendiren yapımlar oldu. Senaryosunu İleri'nin yazdığı 1982 yapımı "Göl" filmindeki gerilim ögeleriyle Türk sinema­sında farklı bir denemeye imza atan yönetmen, Barış Pirhasan'la senaryosunu yazdığı, Alman yönetmen Wim Wenders'in etkile­rini taşıyan 1985 yapımı "Amansız Yol" filminde ise sıradan insanların sevgi arayışlarına yoğunlaştı. Ömer Kavur, senaryosunu Pir­hasan'la yazdığı, 1985 yapımı "Körebe"de, kaçırı­lan kızını arayan yalnız bir kadının öyküsün­den yola çıkarak, 1980 sonrası kent yaşamı­nın etkileyici görünümünü çizdi. Usta yönetmenin 1987'de Yusuf Atılgan'ın romanından uyarladığı ve birçok ödül getiren Anayurt Oteli filmi, Türk sinemasında, 1980'lerin sonunda üretilen başarılı filmlerden biri oldu. Bir insanın iç gerilimini ve taşra yaşamının durağanlığını, gerilim filmlerini aratmayan bir tedirginlik atmosferi içinde yansıtan yapım, yalın ama derinlikli anlatımıyla dikkati çekti. "Gece Yolculuğu"nu 1988'de çeken Kavur, bir yönetmenin iç he­saplaşmasını ve kendini tanıma sürecini beyaz perdeye yansıttı. Usta yönetmen, 1991'de Orhan Pamuk'un "Kara Kitap" romanındaki öykülerden birinden hareketle de "Gizli Yüz" adlı filmini çekti. Bir röportajında filmlerinde kullandığı temalar üzerine konuşan Kavur, şunları kaydetti: "Eğer kavramdan çok tematik özellikler olarak ne kullandığıma bakılırsa, yalnızlık, iletişimsizlik, yolculuk ki bu hem fiziksel hem içsel yolculuk anlamını taşır, temaları üzerinde daha fazla yoğunlaştığım söylenebilir. Zaman kavramına bakışımı farklı noktalara ve farklı bir algılayış biçimine çekmeye çalıştığımı söyleyebilirim. Günümüz modern insanının rasyonel ve pragmatik dilimlere ya da küçük birimlere ayrılan zaman kavramını reddeden, daha geniş perspektifte çok izafi olan zaman-uzan bütünlüğünü içeren bir kavramdan söz etmek amacındayım. Dünya sinemasının bir tek düşüncesi olmaz. Bu beni ürkütüyor. Çünkü sinema farklı kültürleri, farklı düzeyleri yansıtan, değişik insanlar tarafından gerçekleştirilen bir kavramdır. Bu kültür farklılığı sinemanın zenginliğini oluşturur." Ömer Kavur'un 1996'daki "Akrebin Yolculuğu" filmi, Cannes Film Festivali'nin "Un certain regard" adlı bölümüne kabul edildi. "Kırık Bir Aşk Hikayesi", "Gece Yolculuğu", "Akrebin Yolculuğu", "Gizli Yüz" ve "Karşılaşma" filmleriyle de Kavur, Antalya Altın Porta­kal Film Festivali'nde birçok kez "En İyi Yönetmen", "En İyi Film" ve "En İyi Senaryo" ödüllerini aldı. Yusuf ile Kenan filmiyle 1980 Milano Çocuk Filmle­ri Yarışması'nda büyük ödüle layık görülen Kavur, Anayurt Oteli ile 1987 Venedik Film Festivali'nde "Uluslar­arası Sinema Eleştirmenleri Federasyonu (FIPRESCI) Ödülü", 1987 Nantes Üç Kıta Film Şenliği'nde "En İyi Film" ve Macit Koper'le "En İyi Erkek Oyuncu", Valencia Film Festivali'nde de üçüncülük ödüllerini kazandı. "Amansız Yol" ve "Anayurt Oteli" aynı zamanda Uluslararası İstanbul Sinema Günleri'nin yarışmalı Türk sineması bölümünde birinci seçildi. Uzun süre lenf kanseri tedavisi gören yönetmen, 12 Mayıs 2005'te 61 yaşında vefat etti.
