Michael Craig Bullock, 60, has a history of sexual offending against children stretching back more than 30 years, including unlawful sexual intercourse with a six-year-old girl. He also ran over two-year-old Zayne Colson in February 2017 as the boy played outside his home, then drove away - leaving the child's nappy 'embedded in the road'. Zayne was knocked unconscious by the impact and dragged several metres beneath Bullock's vehicle. He died from his injuries about one hour after the hit-run. A District Court jury found Bullock guilty in 2019 of aggravated driving without due care and leaving the scene of an accident after causing death.  He was sentenced to three years and eight months in prison, but he is now free and has the attention of concerned parents in Adelaide's southern suburbs. They claim he is regularly seen prowling outside local schools, acting aggressively and making suggestive comments about his genitals to passing women. One local told The Daily Mail that Bullock recently followed a woman home while shirtless, with chandelier-style earrings hanging from his nipples. 'He usually does it at peak hour, almost every day,' one local said.  A photograph posted to a local Facebook group showed Bullock standing with a scooter on a busy road, dressed in tight, revealing neon green tights. The post urged locals to 'take care'. One resident alleged Bullock had been spotted 'sniffing a schoolgirl's hair' - and the next day he had dyed his own hair the same shade of purple as the girl's. A truck driver who works in the area said he sees Bullock 'all the time,' performing the splits at traffic light crossings.  Another resident claimed to have watched him stretch his leg against the fence of a nearby private school. The Daily Mail understands Bullock has been reported to South Australia Police on multiple occasions.  Bullock's vehicle fatally struck toddler Zayne Coulson in 2017  But one resident who contacted officers was told there were no restrictions on Bullock, and police were effectively powerless to act. 'I see this guy every day,' one woman said.  When another woman suggested people call police, a resident responded that they had, but officers 'don't care,' despite several schools being nearby.  South Australia Police declined to comment on the reports that Bullock was allegedly loitering near Adelaide schools without any police intervention. 'Due to privacy principles, we are not able to provide details on specific individuals,' a spokesman told the Daily Mail. Since the Facebook post went up, locals say Bullock has gone to ground. His exact address cannot be revealed due to a court order. 'The Facebook post seems to have scared him off a bit,' one local said. Bullock's criminal history dates back to 1984 and includes unlawful sexual intercourse with a six-year-old girl, possessing child pornography, indecent assault, serious criminal trespass, and theft. Zayne Coulson's bright smile was remembered by his devastated family  The little boy was dragged for several metres after being struck by Bullock's vehicle At his 2019 sentencing for the death of Zayne, Judge Paul Cuthbertson told him: 'Here before you there is just one more group of people who have suffered grievously as a consequence of you being on this earth.' During the trial, Bullock claimed he thought he had hit a ball being chased by a little girl.  He said he panicked when he saw a child on the road, drove home, and called triple-0 with his wife. He told the operator he had 'just run over a kid' and that bystanders were yelling at him which had made it unsafe to stop, the court heard. 'He's a weak piece of s***,' said Zayne's aunt Tania Kearney.  'How can you think a two-year-old kid is a ball bouncing under your car, leaving my nephew's nappy embedded on the road?  'That's what we remember of our Zayne. We will never see that smile again. Bullock can rot in hell. I hope karma is swift and karma is cruel.' His mother Chantelle Young carried her son's ashes in an urn to the hearing. Zayne's family faced Bullock in an Adelaide court in 2019 The South Australia Department for Education has been contacted for comment. Bullock was approached via letter, which The Daily Mail understands he has received.
