Karahan, burada yaptığı konuşmada, fiyat istikrarının sürdürülebilir büyüme ve toplumsal refah artışı için bir ön koşul olduğunu belirterek, TCMB olarak misyonlarının sürdürülebilir fiyat istikrarını sağlayarak ve finansal istikrarı destekleyerek toplumsal refaha katkıda bulunmak olduğunu söyledi. Bankanın politikalarını bu hedefler doğrultusunda şekillendirdiklerini bildiren Karahan, "2025'teki faaliyetlerimizi de dezenflasyon sürecini sürdürecek ve kalıcı hale getirecek şekilde yürüttük. Küresel ekonomi açısından geçen yıl en belirgin unsur uzayan belirsizlik ortamı oldu. Bu durum yıl boyunca yatırım, ticaret ve finansal koşullar üzerinde baskı oluşturdu. Yüksek belirsizliğe rağmen küresel iktisadi faaliyet görece dirençli bir görünüm sergiledi." diye konuştu. Küresel ölçekte dezenflasyon sürecinin devam ettiğini vurgulayan Karahan, küresel ticaret politikalarındaki belirsizliklerin ve enerji fiyatlarındaki dalgalanmaların enflasyonist baskı oluşturduğuna dikkati çekti. Karahan, bu görünüm altında merkez bankalarının politika faiz indirimlerinde daha temkinli bir yaklaşım benimsediğini ve küresel finansal koşulların görece sıkı kaldığını belirterek, "2026 yılı şubat ayı sonunda Orta Doğu'da başlayan gerilim, enerji fiyatlarının hızlı bir şekilde yükselmesine neden oldu. Halihazırda enerji piyasasında yüksek oynaklıklar devam ediyor. Bu gelişmeler karşısında gerekli önlemleri zamanlı bir şekilde aldık." değerlendirmesinde bulundu. Türkiye'de geçen yılın genelinde büyümenin temel sürükleyicisinin hizmetler sektörü olduğuna işaret eden Karahan, sanayi ve inşaat sektörlerinin de büyümeye katkı verdiğini söyledi. Karahan, don ve kuraklığın tarımsal katma değeri olumsuz etkilediğini bildirdi. İktisadi faaliyetin 2025'te ılımlı seyrettiğini ve büyümenin yüzde 3,6 olarak gerçekleştiğini anımsatan Karahan, "2026 yılının ilk çeyreğine ilişkin veriler talep koşullarının dezenflasyon sürecine destek vermeye devam ettiğini ima ediyor." ifadesini kullandı. Karahan, dezenflasyon sürecinin 2025'te devam ettiğini ve tüketici enflasyonunun bir önceki yıla kıyasla 13,5 puan gerileyerek yılı 30,9 seviyesinde tamamladığını aktararak, toplam talep koşullarının da yıl boyunca dezenflasyonist bir seyir izlediğini anlattı. Yaşanan don ve kuraklık olaylarının tarımsal üretimi olumsuz etkileyerek gıda fiyatları üzerinde yukarı yönlü baskı oluşturduğuna dikkati çeken Karahan, para politikası duruşunu dezenflasyonun gerektirdiği parasal sıkılığı sağlayacak ve koruyacak şekilde belirlemeyi sürdürdüklerini ifade etti. Süreç boyunca alınan kararları da özetleyen Karahan, şu değerlendirmede bulundu: "Bu süreçte parasal sıkılığın korunmasına büyük önem verdik. Para politikası kararlarımızı parasal aktarım mekanizmasının desteklenmesi ve finansal istikrarın güçlendirilmesine yönelik makro ihtiyati adımlarla destekledik. Bu kapsamda kur korumalı mevduat hesaplarını sonlandırdık. Bunun yanında kredi büyüme sınırlarında sıkılaştırıcı adımlar attık. Türk lirası mevduatı desteklemek amacıyla lira payı hedeflerinde güncellemeler yaptık." Bu yıla ilişkin yurt içi makroekonomik gelişmelere değinen Karahan, "Yıllık tüketici enflasyonu martta yüzde 30,9 olarak gerçekleşti. Bu dönemde öne çıkan gıda fiyatları üzerinde hava koşullarının ve ramazan ayına özgü faktörlerin etkileri hissedildi. Kira ve eğitim kalemlerinde azalan katılık ise dezenflasyonu destekledi. Söz konusu dönemde yönetilen yönlendirilen fiyat ve maktu vergi güncellemeleri geçmiş yıllara kıyasla daha düşük bir oranda gerçekleşerek dezenflasyon sürecini destekleyen diğer bir faktör oldu." dedi. Karahan, yılın ilk çeyreğinde talep göstergelerinin iktisadi faaliyette yavaşlamayı işaret ederken jeopolitik gelişmelerle birlikte enflasyon üzerinde arz yönlü baskıların ortaya çıktığını söyledi. Başta enerji olmak üzere emtia fiyatlarındaki önemli yükselişin taşımacılık maliyetlerinde artışa neden olduğunu anlatan Karahan, "Eşel mobil uygulamasının başlatılması ise ham petrol fiyatlarındaki artışların yurt içi tüketici enflasyonuna yansımasını önemli ölçüde sınırladı. Türk lirasının bu dönemde istikrarlı bir seyir izlemesi maliyet baskılarını sınırlayan bir diğer unsur oldu." diye konuştu. Karahan, ocak ayında para politikası adımlarının büyüklüğünü gözden geçirdiklerini ve politika faizini 100 baz puanlık indirimle yüzde 37 seviyesine getirdiklerini anımsattı. Jeopolitik gelişmelerin enflasyon görünümü üzerinde oluşturabileceği riskleri sınırlamak amacıyla zamanlı şekilde tedbirler aldıklarını vurgulayan Karahan, "Bu kapsamda 2 Mart itibarıyla bir hafta vadeli repo ihalesine ara vererek ağırlıklı ortalama fonlama maliyetinin yüzde 40'ta oluşmasını sağladık. Ayrıca döviz piyasasının sağlıklı çalışması, döviz kurlarında gözlenebilecek oynaklıkların engellenmesi ve döviz likiditesinin dengelenmesi amacıyla Türk lirası uzlaşmalı vadeli döviz satım işlemlerine başladık. İvedilikle attığımız bu adımlar piyasa oynaklıklarının sınırlı kalmasında etkili oldu." ifadelerini kullandı. Karahan, devam eden süreçte gelişmelerin enflasyon görünümü üzerinde oluşturabileceği riskleri sınırlamak amacıyla sıkı politika duruşunu koruyarak mart ve nisan aylarında politika faizini sabit tuttuklarını hatırlattı. TCMB tarafından işletilen FAST sistemi kapsamında ödemeler alanında rekabeti, yenilikçiliği artırmak ve yeni katma değerli hizmetlerin sunulmasını sağlamak üzere çalışmalara da devam ettiklerini aktaran Karahan, Türk lirası banknot ve madeni paraların hacim ve tedavülünün kesintisiz sağlanması ve vatandaşlara sunulan hizmet ağının genişletilmesi amacıyla madeni ve banknot depolarının sayısını artırdıklarını söyledi. Karahan, şunları kaydetti: "Temel görevlerimizin yanında sosyal sorumluluk anlayışı çerçevesinde akademik çalışmalara katkı sağladık. Finansal okuryazarlık ve eğitim alanındaki destekleyici uygulamalarımızı sürdürdük. Fiyat istikrarı, sürdürülebilir büyüme ve toplumsal refah artışı için ön koşuldur.
