Toplumsal olaylar üzerine dijital alanda çalışma yaparak olumsuzluklara karşı tedbirleri yasal çerçevede almaya gayret gösterdiklerini söyleyen Elmas, sosyal medyaya ve doğum iznine yönelik düzenlemeleri de içeren Sosyal Hizmetler Kanunu ve Bazı Kanunlarda Değişiklik Yapılmasına Dair Kanun Teklifi'ne değindi. Elmas, "Bu paketin 21, 22, 23 ve 24. maddeleri dijital mecralarla alakalı birtakım düzenlemeleri getiriyor. Bu, müessif olaylardan önce planlanmış bir kanun çalışmasıydı." bilgisini paylaştı. Bu çağda teknolojik değişimlerin çok süratli yaşandığını belirten Elmas, şu değerlendirmelerde bulundu: "Bu değişmeler içerisinde çocuklarımızın özellikle teknoloji, dijital alanla alakalı bir eğitim, bir bilinçlenme ihtiyacının olduğu, bir yönlendirme, bir koruma ihtiyacı olduğu da ortaya çıkıyor. Çünkü önce masum bir şekilde çocuklara sunulan bazı oyunların, bazı programların, daha sonra ticari kaygılarla çok farklı alanlara doğru kaydırıldığını, kazanç ve çıkar hedefleriyle çocukların zaman zaman bu tür olumsuzlukların içerisine çekildiğini görmekteyiz. Tabi bu bizim yaptığımız yasal düzenleme tek başına bütün problemleri çözmek için yeterli olmayabilir. Bu bir başlangıç, bu Meclis'in üzerine düşen bir sorumluluk." Ailelerin çocuklarını iyi şekilde yönlendirmesi ve eğitmesinin önemine vurgu yapan Elmas, okullarda çocuklarla ilgili alınan tedbirlerin de değerli olduğunu dile getirdi. Elmas, okullarda telefonların toplanmasına ilişkin velilerden "Çocuklarımızdan haber alamıyoruz, özgürlükleri kısıtlanıyor." eleştirilerinin geldiğini aktararak, "Alınan tedbirler, karşılaşılan olaylar üzerinden birtakım analizler yapılarak ortaya çıkan çalışmalardır. Bundan sonra alınacak tedbirleri de iyi okuyarak, bu tedbirlerin gençlerin, çocukların yararına olacak şekilde planlandığını çok iyi analiz ederek desteklenmesi, yardımcı olunması ve devletle, okulla, sosyal çevreyle bir iletişim halinde bulunulmasında fayda var." dedi. Sivil toplum kuruluşlarının, çocukları dijital alanın olumsuzluklarına karşı sanat, spor ve olumlu faaliyetlere yönlendirmesi gerektiğini belirten Elmas, ailelerin dijital alanla ilgili bilinçlendirilmesi gerektiğini aktardı. "Çocuğun kendisine ait bir odası var. Çocuğun kendisine ait özel hayatı var. Çocuğun özel hayatı, çocuğun kendisine ait bir odası elbette ki olacak ama bunun sınırları var. Ailenin yönlendirmesine, kontrolüne ihtiyacı olan bir dönemde elbette ki çocuğa rehberlik yapmaya devam edecek. Biz belki çocuklarımıza daha özgür olsunlar diye bir hedef koyuyoruz ama özgürlüğün sorumlulukla iç içe olduğunu hatırlamakta fayda var." Türkiye'de temsilcisi bulunmayan dijital platformlarla iletişim kurmanın önemine işaret eden Elmas, şunları kaydetti: "Meclis'imizde zaman zaman dijital alan platformlarını biz davet ettik, onları dinledik. Diğer siyasi parti mensuplarımızın da sorularını cevapladılar. Böylece, Türkiye'nin, bu noktadaki yasal ortam içerisinde taleplerini, bize ait birtakım beklentilerimizi de onlara sunmuş olduk. Elbette karşımızdaki ticari kuruluş kendisine ait hedefler koyabilir ama biz de ülke olarak çocuklarımızı korumak, çocuklarımızın geleceğini düşünmek ve Türkiye Cumhuriyeti Devleti'nin kendi içinde birtakım planlamalar yaptığını da duyurmak zorundayız. Biz böyle bir ülkeyiz ve bununla ilgili çalışmalar devam ediyor, yasal düzenlemeler onun için yapılıyor." Elmas, dijital mecraların da Türkiye'de gündeme gelen olaylarla ilgili sorumluluğu bulunduğunu anlatarak, "Dijital mecralar belli bir yayın politikası ortaya koymak zorunda. Yani her alanın kendisine ait bir etik ilkeleri var. Bu etik ilkeler çerçevesinde yayın yapması gerekiyor." dedi. Dijital mecraların yapay zeka kullanarak filtreleme sistemlerini kullanmalarının günümüz çağında daha kolaylaştığını söyleyen Elmas, "Ama bunun dışında eğer bir platform ilkeli bir duruş sergiliyorsa, o ilkeli duruş içerisinde dışarıdan platformun ilkelerine ters bir yayının araya konulması, o yayınla birlikte platformun bu itibarını zedelemek noktasındaki bir niyetin, gayretin olmayacağı da kesin. Burada platformların öncelikle insanlık adına, çocuklar adına bir şey yapması lazım. Nesiller adına hassasiyet göstermesi gerekiyor. Ticari kaygılarla birtakım beklentiler içerisinde olan platformlar olabilir ama bunların da olmaması gerektiğini, önce kendisini etik ilkelerle denetlemesi gerektiğini, denetlemiyorsa yayın yaptığı ülkenin yasalarına, mevzuatına, örfüne, adetine, geleneklerine uyması gerektiğini onlara her zaman duyuracak güçte bir Türkiye var." diye konuştu. Elmas, "Telegram temsilcileri Dijital Mecralar Komisyonunda sunum yapacak mı?" sorusu üzerine, görüşmelerin sürdüğünü aktararak, "Hangi platform olursa olsun, devletin yaptığı çalışmalara destek verecek, herhangi bir şekilde istenilen bilgileri vermekten kaçınacak bir tavır sergiliyorsa, bu noktada onlarla da bu tavırları üzerinden yeni bir tavır, yeni bir tepki veya yeni bir düzenleme söz konusu olabilir." ifadelerini kullandı. Cumhurbaşkanı Recep Tayyip Erdoğan'ın "VPN ile aşma girişimlerine karşı teknik önlemlerin devreye alınmasının önem arz ettiği" açıklamasını değerlendiren Elmas, "Her düzenleme toplumsal bir fayda için yapılıyor. Her düzenleme yüzde 100 verimlilik noktasında sonuç almak için yapılıyor. Bu sonucu etkileyecek başka türlü uygulamalar varsa uygulamaların da önüne geçilmesi gayet tabiidir." dedi. Elmas, dijital mecralar konusunu herkesin milli bir mesele şeklinde görmesi gerektiğini belirterek, "Bu meselede herhangi bir gereksiz çatışma, gündem oluşturmadan 'Ben ne yapabilirim?' derdiyle herkesin seferber olmasını arzu etmekteyiz. Bunun için de her insanımızın, 86 milyonun yapabileceği bir şey mutlaka vardır. Ben herkesi bu noktada göreve davet ediyorum." dedi.
