Speaking to host Christopher Hope, Mr Philp said: "I think it's unacceptable. If a UK citizen overseas commits a crime or is in another country illegally, of course we take them back and the same should apply for every other country around the world, including Pakistan.
"We expect them to take back their own citizens and if they don't agree to that, and currently Pakistan are being difficult.
"It's very simple, we say if you don't take back your own citizens who are criminals or illegal immigrants, zero overseas aid."
