A survivor of sexual abuse has launched a furious attack on Prime Minister Andy Burnham over the Home Office's latest guidance for asylum seekers on how "not to rape women".

Speaking to GB News, Kelly Lees declared the document on sex and consent an "absolute joke" and a "huge insult" to all survivors of abuse.


In the Home Office document, asylum seekers are warned that breaking these laws could lead to prison, the loss of their support and accommodation, and an adverse effect on their asylum claim.

Describing the "serious crime" of rape, the guidance lays out what consent is: "In the UK, both people must say ‘yes’ to sex. This is called consent."



The information made it clear it is still rape if you are "married to the person or in a relationship" and if a person "agreed once but changed their mind".

Delivering her verdict on the document, Ms Lees told GB News that it "triggered her hugely" to the point where she was "crying all day" as a result.

She said: "This really triggered me hugely, this is an insult to women and children, and this is an insult to survivors. It seems to me this country is a laughing stock at the minute, and it seems to me yet again, we are at the bottom of the pile.

"What has happened to our safeguarding? What has happened to our morals? It's an absolute huge insult, it really is."

Ms Lees stressed that she is "terrified" in day-to-day life following what happened to her, and many survivors have to "fight and fight" for any justice.

She admitted: "I'm absolutely terrified. I've had to fight and fight and fight, and still we're still having to fight. There's all these early releases as well, so this pamphlet, every man knows deep down that rape is wrong. What is this pamphlet going to do? It's an absolute joke."

Ms Lees argued the release of the document shows the Government is "acknowledging how huge the crisis is" when it comes to illegal migrants and women's safety.

She told GB News: "Isn't this country already in enough crisis? Why are they not resolving any of this? It just seems to me that this is another tactic. Look at what we've done, we've brought up this pamphlet.

"They're acknowledging how huge this crisis is, but when are they going to put the action in and start safeguarding the public, start safeguarding children and start safeguarding women and survivors of this horrific crime?"

Ms Lees expressed her outrage at Britons having to "fight for basic human rights", admitting she "no longer feels safe" in the UK.

She fumed: "Do I feel safe in this country? No, I don't. Why are they putting so much responsibility on the public to safeguard? Why isn't the Government safeguarding us?

"They have all these risk assessments, they're on about health and safety and well-being, and we're having to fight for justice. We're having to fight for safeguarding. We're having to fight just for basic human rights, but they are still avoiding this huge crisis."



Asked what she would say to Prime Minister Andy Burnham, Ms Lees concluded: "I'd tell him, when are you going to start safeguarding us? When are you going to start safeguarding the children? When are you going to start safeguarding the public?"

Responding to the controversy surrounding the document, the Prime Minister said: "As a Government, we have a very clear principle. If you break UK law, you will be removed from the country. We have seen that in relation to immigration, where removals are significantly up.

"I'm currently working to ensure that foreign national offenders who can be removed from the prison system are removed from that system.

"It's made explicitly clear what the UK law is and what the societal norms of the UK are, and that's why this approach is being taken."
