Jain was among six people arrested by the ACB on August 18 in connection with alleged manipulation of tenders for the augmentation and upgradation of 10 sewage treatment plants (STPs) of the Delhi Jal Board. Former DJB CEO Udit Prakash Rai and private persons including Raja Kumar Kurra, Nagendra Yadav, Pankaj Verma and former contractual consultant Ankit Srivastava were also arrested. The significance of the arrest lies in the fact that the ED had, months before the ACB action, submitted a detailed prosecution complaint alleging that the tender process was manipulated to favour Euroteck Environmental Pvt Ltd (EEPL) and that illegal commissions and bribes were generated through the process. The ED specifically alleged that Nagendra Yadav and Vinod Chauhan arranged a presentation before Jain, then Water Minister, for fixation of IFAS technology with fixed media. It further alleged that suggestions provided by Rajakumar Kurra were subsequently incorporated into the tender conditions through officials of the DJB. The agency's findings therefore put Jain's alleged role in the case at the stage of formulation and fixation of the tender's technical requirements, rather than merely at the later stage of movement of funds. ACB ALLEGES RS 5 CRORE IN HAWALA, BANK TRANSACTIONS The ACB has argued that hawala and banking transactions worth around Rs 5 crore were carried out in connection with the alleged irregularities. The agency alleged that the tender was manipulated and altered and that it was uploaded only on the Delhi Jal Board website, despite the requirement to publish it in newspapers as well. The ACB also said AN Enterprises transferred Rs 61 lakh to Delhi Jal Board CEO Udit Prakash Rai through banking channels and Rs 91 lakh to his mother-in-law. The agency alleged that the money was used for property transactions. The ACB said its investigation against Vinod Chauhan is still underway and that he has also been issued a notice to join the investigation. Chauhan is a relative of Pankaj Verma. The ED investigation also traced alleged illegal payments arising out of the tender process. According to the agency, Nagendra Yadav's firm, AN Enterprises, received Rs 1.52 crore from Euroteck and an entity controlled by Rajakumar Kurra through what the ED described as bogus invoices and advances purportedly towards technical services. The agency said no such services were actually provided and treated the amount as proceeds of crime. The ED further alleged that Yadav received another Rs 2.50 crore in cash through hawala, which it described as proceeds of crime. Separately, an agreement between Euroteck and Srijanhar Enterprises -- a firm linked to Pankaj Verma's nephew -- provided for a 3% payment on Euroteck's receipts. The ED said Rs 2.71 crore was transferred to Srijanhar's bank account despite no services being provided, and alleged that the payments represented illegal commissions for helping Euroteck become the sole technology supplier. The agency ultimately assessed the total proceeds of crime generated from the scheduled offence at Rs 17.70 crore. It also said that movable and immovable properties worth Rs 15.36 crore had been provisionally attached in December 2025. JAIN'S DEFENCE: I HAD TO RELY ON OFFICIALS Satyendar Jain, who is also AAP's co-in-charge for poll-bound Punjab, denied the allegations while appearing before the Rouse Avenue Court today. Jain said investigators had asked him "very technical questions" and maintained that he relied on engineers and officials because he did not have technical knowledge. "I was the minister, I went by what the engineers said. A minister doesn't know what's happening in the tender," Jain said. He told the court that the decision to upgrade existing STPs was taken after obtaining in-principle approval and holding several discussions and meetings. Jain said the stated objective was to improve existing STPs because cleaning the Yamuna was a political commitment to the public, with a target of cleaning the river before the next election. According to Jain, increasing the capacity of an existing STP by 1.5 to two times would cost roughly half as much as setting up a new plant, while the work could be completed in about a year. "STPs are built to clean the Yamuna and prevent sewage from entering the river. Building a new STP takes a considerable amount of time. So, we decided to clean the Yamuna, which was also one of our election promises," Jain said. He said the government therefore decided to increase the capacity of existing STPs by one-and-a-half times. "As for which technology should be used, I had eight ministries. I did not have technical knowledge. I had to rely on the officials," Jain said. Jain said the initial target was 300 MGD, with a total cost of Rs 1,546 crore, and tenders were floated in four packages at the rate of Rs 5 crore per MGD. "The file never even came to me," he said. Jain further said that on August 7, he was called and asked technical questions about which he had no knowledge. "I was supposed to be made accused number one," Jain said. He also argued that the tender was floated after he had left the ministry. Jain said, "On May 30, 2022, I was removed from the ministry. No file came to me thereafter. The tender was floated in December, six or seven months after I left the portfolio." Jain said the Rs 1,546-crore tender did not seem right, but the Rs 1,938-crore tender seemed correct. "I was in jail. I was without any charge," he said. Jain also said that while he was in jail, he was a minister without a portfolio and did not have any ministry portfolio. EED HAD ALREADY CHARGESHEETED JAIN Importantly, Jain's name was not newly brought into the case following his ACB arrest. The ED filed its prosecution complaint before the Special Court at Rouse Avenue Courts on December 6, 2025, naming 14 entities and persons, including Satyendar Kumar Jain, Udit Prakash Rai and several private individuals. The ED's official document in December 2025 said its investigation had concluded that Jain, Rai, Ajay Gupta, Satish Chandra Vashishth and private entities/persons were involved in or had assisted in the generation, acquisition, concealment, possession or use of proceeds of crime totalling approximately Rs 17.70 crore. The agency had also shared its investigation findings, specifically highlighting the alleged roles of Jain and Udit Prakash Rai, with the Delhi ACB in November 2025. The prosecution complaint and the underlying records were subsequently shared with the ACB in May 2026. ACB ARREST FOLLOWS ED'S MONEY LAUNDERING The sequence of events is significant: the ACB FIR of May 2024 triggered the ED's PMLA investigation; the ED subsequently traced the alleged proceeds of crime and filed its prosecution complaint in December 2025; and the ACB has now arrested Jain and other accused in the underlying corruption case. The ED's case is essentially that manipulation of the DJB tender specifications enabled Euroteck to become the sole supplier of the specified technology and equipment, generating undue profits of about Rs 9.96 crore. The alleged commissions, bribes and profits were collectively treated as proceeds of crime under the PMLA. The ACB's latest action thus brings the underlying scheduled offence -- alleged corruption and manipulation of the tender process -- back into focus, while the ED proceedings concern the alleged laundering and generation of proceeds of crime arising from that offence. Jain has denied the allegations and has alleged that his arrest is politically motivated.
