MilletlerNebenzia, BMGK'da İran'ı Hürmüz Boğazı'nı açmaya zorlamak amacıyla Bahreyn, Ürdün, Katar, Kuveyt, Birleşik Arap Emirlikleri (BAE) ve Suudi Arabistan tarafından sunulan tasarıya ret oyu vermesinin ardından Rusya'nın konuyla ilgili görüşlerini dile getirdi. Söz konusu tasarı metninin sorunun bütününü yansıtmadığını savunan Nebenzia, bu tasarının olduğu gibi geçmesinin, İran'a yönelik "süregelen saldırgan eylemler ve devam eden gerilimin tırmanışı için bir açık çek" anlamına geleceğini ileri sürdü. Nebenzia, tasarıyı bölgesel gerilimlere ilişkin sorumluluğu "tek taraflı bir çerçeveye oturtan bir metin" olarak nitelendirerek, Rusya'nın, "ABD ve İsrail'in İran'a yönelik saldırganlığını kınadığını" ve "İranlı sivilleri ve sivil altyapısını hedef alan saldırıları reddettiğini" söyledi.
