açıklamaya göre, gündemdeki yayın ihlallerini incelemek üzere toplanan Üst Kurul, yoğun şiddet sahneleri barındıran ve çocuk ile gençleri şiddet ve suça özendiren yapımları inceledi. RTÜK, NOW TV'de yayınlanan "Yeraltı" adlı dizinin 4, 11, 18 , 25 Mart ile 1 ve 8 Nisan tarihli bölümlerindeki şiddet içerikli sahnelere ilişkin yayın ihlallerini görüştü. Dizide, çözüm yolu olarak adli makamların kullanılmadığı, şiddetin ise etkili ve kesin sonuç alınan bir yöntem olarak sunulduğunu belirleyen Üst Kurul, "estetize" edilerek sunulan söz konusu şiddet sahnelerinin, şiddete karşı gerçeklik algısını bozduğu, şiddetin bireyler üzerindeki ağır psikolojik etkileri ve hukuki sonuçları ortaya koymadığı ve şiddeti gerçekleştiren karakterleri "özendirici birer rol model" haline getirdiğini tespit etti. Bu tür içeriklerin suç ve şiddeti özendirdiği, şiddet ile güç, zenginlik, itibar ve saygınlık arasında doğrudan bir ilişki kurulduğunu vurgulayan Üst Kurul, NOW TV'ye 6112 sayılı Radyo ve Televizyonların Kuruluş ve Yayın Hizmetleri Hakkında Kanun'un "Şiddeti özendirici veya kanıksatıcı olamaz." hükmünü ihlal etmekten idari para cezası uyguladı. Kanal D'de yayınlanan "Eşref Rüya" adlı dizinin 38, 39 ve 40. bölümlerindeki şiddet sahneleri Üst Kurul'da ele alındı. RTÜK İzleyici Bildirimleri Sistemi'ne 1-17 Nisan tarihleri arasında söz konusu diziye ilişkin iletilen 623 şikayeti inceleyen Üst Kurul, medyadaki şiddetin gerçek hayattaki şiddetten daha sık tekrar ettiğini ve yapılan araştırmalara göre televizyonda gösterilen şiddet içerikli sahnelerin fazlalığının toplumda artan şiddetle bağlantılı olduğunu değerlendirdi. Dizideki şiddet sahnelerinin, şiddeti olağanlaştırdığı, yöntem öğretici nitelikte olduğu, özendirici ve model oluşturucu biçimde sunulduğu ve şiddetin gerçek dünyada yer bulmasına yol açabilecek etkilere sebep olabileceğini vurgulayan Üst Kurul, Kanal D'ye 6112 sayılı Kanun'un ilgili hükmünü ihlal etmekten idari para cezası uyguladı. HBO Max adlı isteğe bağlı medya hizmet sağlayıcı kuruluş tarafından yayımlanan "Altın Çocuk" adlı dizi içerdiği yoğun şiddet sahneleri nedeniyle Üst Kurul'un gündemindeydi. Ekranda gösterilen şiddetin, gündelik yaşamda sorunların çözümünde şiddete başvurmak yönünde eğilimlere neden olabildiği ve uzun vadede şiddetin kanıksanmasına neden olabileceğinden HBO Max'e idari para cezası ve katalogdan çıkarma cezası verildi. RTÜK, Prime Video isimli isteğe bağlı medya hizmet sağlayıcı kuruluş tarafından yayınlanan "Gangs Of Lagos" (Lagos Çeteleri) isimli filmdeki aşırı sergilenen şiddet sahnelerine ilişkin yayın ihlallerini inceledi. Filmin şiddeti sorun çözmenin yegane aracı olarak meşrulaştırdığına, yoğun ve detaylı şiddet içeriklerinin şiddetin kanıksatılmasına hizmet ettiğine ve çocuk izleyiciler üzerinde yıkıcı rol model etkisi yaratabileceğine dikkati çeken Üst Kurul, Prime Video'ya idari para cezası ve katalogdan çıkarma cezası verdi. Netflix adlı isteğe bağlı medya hizmet sağlayıcı kuruluş tarafından yayınlanan "Trigger" isimli dizideki yoğun şiddet içerikleri de Üst Kurul'un gündemindeydi. Dizide şiddet sahnelerinin yoğun şekilde yer aldığı, suç ve suç unsurlarının detaylandırıldığı, şiddetin estetize edildiği vurgulanırken dizinin 6. bölümünde işlenen okul saldırısının da sorumlu yayıncılık anlayışıyla bağdaşmadığı, ilgili sahnelerin kronik güvensizlik ve kaygı durumunu besleyebileceği ve genç izleyicilerde taklit etme davranışı oluşturabileceği tespit edildi. Bu gerekçelerle Netflix'e idari para cezası ve katalogdan çıkarma cezası uygulandı. RTÜK, Halk TV'de 15 Nisan'da yayınlanan "Sansürsüz" isimli programda CHP İstanbul Milletvekili Cemal Enginyurt'un Kahramanmaraş'ta gerçekleşen okul saldırısıyla ilgili Milli Eğitim Bakanı Yusuf Tekin'e yönelik sözlerini inceledi. Halk TV'ye "Kişi ya da kuruluşları eleştiri sınırları ötesinde küçük düşürücü, aşağılayıcı veya iftira niteliğinde ifadeler içeremez." hükmünü ihlal etmekten idari para cezası uygulandı. Üst Kurul, Sözcü TV'de 10 Nisan'da yayınlanan "Nokta Atışı" isimli programda Türkiye İşçi Partisi Milletvekili Sera Kadıgil'in TBMM ve çeşitli devlet kurumlarına yönelik kullandığı ifadeleri yayın ihlali olarak değerlendirildi. Kadıgil'in TBMM üyelerine yönelik açıklamalarının "eleştiri sınırlarını aşan, küçük düşürücü ve iftira" niteliğinde olduğunu tespit eden RTÜK, Sözcü TV'ye kanunun ilgili hükmünü ihlal etmekten idari para cezası verdi. Ayrıca RTÜK, Adalet Bakanlığı ile koordineli olarak, mahkemelerce verilen yayın yasağı kararlarının uygulanmasına yönelik, yayıncı kuruluşlara rehber niteliğinde ilke kararları belirlenmesine karar verdi.
