Rabat – Morocco’s Government Council, chaired Thursday by Head of Government Aziz Akhannouch, approved a series of legislative and regulatory measures while reviewing major economic and social programs during its weekly meeting in Rabat.

Speaking after the meeting, government spokesperson Mustapha Baitas announced that 67,951 applications, covering 95,660 vehicles, had been submitted as of March 25 to benefit from exceptional support for transport professionals. 

The measure aims to offset rising fuel costs linked to the US-Israel-Iran war in the Middle East. Baitas pointed out that the government’s  digital system facilitated access to the aid, contributing to stabilizing prices across transport-related services and goods.

Livestock support program 

In the agricultural sector, 1.15 million breeders have benefited from the first phase of the national livestock reconstitution program, with funding reaching approximately MAD 5.5 billion (around $550 million). The initiative, launched in line with the directives of King Mohammed VI, supports feed acquisition and the preservation of breeding livestock.

A second phase of the program is expected to follow, as part of a broader two-year initiative (2025–2026) with a total budget of around MAD 12.8 billion ($1.28 billion).

Fisheries sector reform

The Council adopted draft law No. 36.23 on the wholesale trade of marine fisheries products, as part of efforts to modernize the sector’s legal framework. The reform introduces updated licensing conditions, regulates commercial practices, and provides a transition period for operators to comply with new requirements.

Electoral framework updates 

The government approved two draft decrees related to elections for the House of Representatives. The first revises the format of the unified ballot paper, clarifying how candidate lists are presented. The second raises the campaign spending ceiling from MAD 500,000 to MAD 600,000, reflecting increased campaign costs.

Morocco-Vietnam judicial cooperation

At the international level, the Council reviewed a judicial cooperation agreement in criminal matters signed between Morocco and Vietnam in October 2025. The agreement aims to strengthen bilateral collaboration in the legal field.

Education sector measures

Baitas reported that 90,000 budget positions were created in the education sector between 2021 and 2025. He also noted a general salary increase of MAD 1,500 net benefiting around 330,000 public employees.

Additionally, 115,000 education workers were integrated into the public service system, with reforms focusing on improving human resources and advancing structural changes in the education system.

Recognition of teachers

The government also highlighted the importance of education reform and acknowledged the role of teachers, noting that the National Teacher Forum, currently underway through the next few days, reflects recognition of their contributions to the country’s development.
