The Commons and Lords have settled on the final draft of the Tobacco and Vapes Bill, which will stop people born on or after January 1, 2009, from ever smoking. Once it receives Royal Assent – the King's formal agreement – ministers will also be given new powers to regulate tobacco, vaping and nicotine products, including their flavours and packaging. The ban, which will stop children now aged 17 or younger from ever taking up smoking, forms part of a series of measures aimed at tackling the habit. Smoking or vaping will also be banned in cars with children inside, playgrounds and outside schools. It would additionally be prohibited outside hospitals and GP surgeries, though vaping will still be allowed. Spaces such as pub gardens, beaches and private gardens will be exempt from the move. Labour ditched plans to ban smoking in pub gardens in 2024 after the proposal faced backlash from hospitality groups.
