Halaby’s announcement comes one day after senior vice president/tertiary football executive Bryce Johnson left for the Atlanta Falcons, and one month after vice president of football operations Jeff Scott left to become the Falcons’ assistant general manager. Halaby, 39, ascended from intern with the Eagles in 2009 to assistant GM, filling multiple roles in between and working closely with Eagles general manager Howie Roseman. He was part of the front office for two Super Bowl winners. Halaby’s next move has not yet been announced. “It has been a rare privilege to contribute to building championship teams for the city of Philadelphia,” Halaby said in a statement, thanking owner Jeffrey Lurie and Roseman. “The experience has been enriched by a set of special relationships with front office colleagues, coaches, and players. Football has been a core part of my life for as long as I can remember; that won’t change. Nevertheless, after 17 years in Philadelphia, I’ve decided to step away to start a new professional chapter. It has been a wonderful journey.” Roseman called Halaby “a huge part of our success, and a close friend” and added that Halaby will “have great success” in whatever direction he goes next. Halaby has interviewed for multiple general manager openings, including with Carolina and Miami. For as much success as the Eagles achieved during the past decade, they have not had an executive hired away as a general manager since 2020. During that period, three assistant coaches have been hired as head coaches. Halaby worked across all departments in football operations — from scouting to strategy to data analysis. The scope of his job closely mirrors Roseman’s, and he’s had to fight a stigma that can sometimes be ascribed to those with non-playing backgrounds. “So the bulk of my time is spent on personnel with our pro guys, with our college guys,” Halaby said during a 2023 interview. “But I spend a lot of time on analytics, and obviously have a history there. Spend a lot of time with cap guys, a lot of time with sports performance, a lot of time with our coaches. I’m grateful that Howie lets me …work across all those different areas. And it keeps you sort of continuously learning throughout your career. And understanding how the whole operation works.” Johnston’s departure, which was announced on Monday, leaves the Eagles replacing their lead salary cap strategist. He worked his way up from intern in 2016 and was responsible for cap management, contract negotiations, roster transactions and CBA compliance. His role was elevated after Jake Rosenberg left the organization in 2024. “I feel very fortunate to have been able to work closely with and learn from Howie and, now, be in a position to take those insights with me as I move forward,” Johnston said as part of a statement announcing his departure. “The organization is filled with first-class people who perform their jobs at an extremely high level, and I am very proud of everything that we accomplished together.” The Eagles expected front office changes this offseason. The post-draft period is when the bulk of these changes occur. The Eagles allowed Scott to leave before the draft because most of his work was focused on the pro scouting side, and the main wave of free agency had passed. Spot the pattern.
