New motorcycle rule to begin tomorrow in NSW - and it'll cost $339 if some break it

Published: 04:08, 30 June 2026 | Updated: 04:08, 30 June 2026 Learner and provisional motorcyclists will be required to wear high-visibility vests or jackets while riding in NSW or risk a $339 fine.  L-platers, P1 and P2 licence holders will also need to wear gloves that meet European safety standards as part of the new road rule that begins on Wednesday. Up to 27,000 motorists will be affected by changes to the Motorcycle Graduated Licensing Scheme.  Several other changes will be rolled out over the next few years, including new learning modules and knowledge testing, and an extended pre-learner course. Group on-road coaching and assessment, and an optional learning journal to support novice riders in planning rides appropriate to their skill level will also be brought in. Transport for NSW Secretary Josh Murray said the changes were made to counter the increase in motorcycle fatalities in the state. 'Novice motorcyclists are consistently overrepresented in road trauma, and these new requirements are designed to help better protect them when they're out on the road,' he said. 'We know gloves can almost halve the risk of hand and wrist injuries, and high‑vis gear makes riders far easier for others to see. In May, NSW Premier Chris Minns lauded the overhaul as 'the most significant motorcycle safety reforms in nearly 20 years'.  'The new requirements, part of significant reforms to the Motorcycle Graduated Licensing Scheme, have been introduced to improve rider safety and visibility on NSW roads,' he said. The number of motorcycle riders aged 16-25 years who died on NSW roads increased from 12 in 2023 to 17 in 2024 and 21 in 2025. Deaths among beginner motorcycle riders - those on learner or provisional licences - rose from nine in 2023 to 12 in both 2024 and 2025.  According to the NSW government, motorcyclists are 34 times more likely to die in a crash than other road users. Over 690,000 licences have been issued in NSW over the last 20 years, a rise of more than 65 per cent. The comments below have not been moderated.
