Group on-road coaching and assessment, and an optional learning journal to support novice riders in planning rides appropriate to their skill level will also be brought in. Transport for NSW Secretary Josh Murray said the changes were made to counter the increase in motorcycle fatalities in the state. 'Novice motorcyclists are consistently overrepresented in road trauma, and these new requirements are designed to help better protect them when they're out on the road,' he said. 'We know gloves can almost halve the risk of hand and wrist injuries, and high‑vis gear makes riders far easier for others to see. Deaths among beginner motorcycle riders - those on learner or provisional licences - rose from nine in 2023 to 12 in both 2024 and 2025.  According to the NSW government, motorcyclists are 34 times more likely to die in a crash than other road users.
