مجموعة حزب العدالة والتنمية بمجلس النواب بشأن ما اعتبرته “تأخراً” في إصلاح أنظمة التقاعد، وكذلك مطالبتها باستقالة الحكومة لهذا السبب. وأكدت الوزيرة، خلال جلسة الأسئلة الشفوية، أنه لو قامت الحكومات السابقة بواجبها في هذا الملف، لما طُرح اليوم مطلب الاستقالة. وأوضحت فتاح أن إصلاح التقاعد يعد ورشاً بالغ الأهمية، ولا يقتصر على مجرد أرقام أو توازنات مالية. وأضافت أن الحكومة كان بإمكانها اعتماد مقاربة تقنية بحتة، غير أن الشركاء الاجتماعيين دعوا إلى تغيير منهجية العمل، عبر تشخيص وضعية كل صندوق تقاعد على حدة. وفي ردها على انتقادات نواب الحزب، شددت الوزيرة على أن الحكومة الحالية تسلمت ملفات معقدة لم تُحل في السابق، وعلى رأسها ملف التقاعد، معتبرة أنه لو تم التعامل معها في وقتها لما وصل الوضع إلى ما هو عليه اليوم. كما أكدت أن دور الحكومة لا يقتصر على التشريع، بل يشمل أيضاً مواصلة التنسيق مع الشركاء الاجتماعيين والانخراط في تفاصيل إصلاح الصناديق المختلفة. وأشارت إلى أن عرض مشروع إصلاح التقاعد في الوقت المناسب سيواجه بطبيعة الحال نقاشاً ومعارضة داخل البرلمان، داعية إلى تفادي الخطابات التي قد تثير القلق دون تقديم حلول عملية. كما أكدت أن لدى الحكومة تصوراً واضحاً لمعالجة أزمة صناديق التقاعد، وأنها أحرزت تقدماً في هذا الملف، موضحة أن الطابع التقني لهذا الورش لا يلغي البعد السياسي والمسؤولية الاجتماعية المرتبطة به. وفي ما يتعلق بالموارد المائية، أكدت الوزيرة أن المغرب انتقل من تدبير أزمة ندرة المياه إلى العمل على تحقيق السيادة المائية على المدى الطويل. وذكرت أن برنامج الماء، الذي تبلغ كلفته 143 مليار درهم، يخصص جزء مهم منه لوزارة التجهيز والماء، حيث ارتفعت ميزانية القطاع من 5.6 مليارات درهم سنة 2021 إلى 18 مليار درهم في 2025، لتمويل مشاريع كبرى مثل بناء السدود وتحلية مياه البحر. أما بخصوص الاستثمار العمومي، فقد أوضحت أن حجمه بلغ مستوى قياسياً خلال الولاية الحالية، حيث وصل إلى 330 مليار درهم، مؤكدة أن هذا المجهود سيمكن مختلف جهات المملكة من الاستفادة بشكل متوازن. وأضافت أن الميثاق الوطني للاستثمار يوجه الدعم بشكل خاص إلى المناطق التي لم تستفد سابقاً بما يكفي، مع الاعتماد على برامج التنمية المجالية لتحقيق توزيع أكثر عدلاً للاستثمارات. غردإرسلشاركشاركإرسل من نفس الملف
