أنبوب الغاز الإفريقي الأطلسي”، يتجاوز بمسافته وحجم استثماراته البالغة 25 مليار دولار، كونه مجرد بنية تحتية تقليدية لنقل الطاقة، ليتحول إلى شريان اقتصادي استراتيجي يربط غرب إفريقيا بالقارة الأوروبية. وتأتي هذه التطورات المتسارعة بعد استكمال مرحلة دراسات الجدوى الهندسية والتصميم بنجاح. وفي هذا السياق، قطعت أمينة بنخضرة، المديرة العامة للمكتب الوطني للهيدروكاربورات والمعادن، الشك باليقين حول الجدول الزمني للمشروع، مؤكدة في تصريح حديث لوكالة “رويترز” أن الاتفاقية الحكومية الدولية سيتم توقيعها رسمياً خلال العام الجاري (2026). وبناءً على ذلك، تتجه الأنظار حالياً نحو إرساء الهيكلة التنفيذية والمالية للمشروع، حيث سيتميز التوقيع المرتقب بوضع الإطار المؤسساتي عبر خطوتين متوازيتين؛ تتمثل الأولى في تأسيس شركة مشتركة للإدارة والتشغيل تتخذ من المملكة المغربية مقراً لها، بشراكة متناصفة مع شركة النفط الوطنية النيجيرية، لتتولى الإشراف المباشر على التمويل والبناء، بينما تتمثل الخطوة الثانية في إحداث هيئة تنظيمية عليا مقرها أبوجا، تضم ممثلين حكوميين من الدول الثلاث عشرة التي سيعبرها الأنبوب، لضمان مليار متر مكعب من الغاز الطبيعي سنوياً. ومن المرتقب أن يتم تخصيص نصف هذا الحجم لتلبية الطلب الداخلي المتزايد في المغرب، مما سيعزز بشكل كبير من سيادته الطاقية ويسرع عجلة انتقاله نحو الطاقات النظيفة وتقليص الارتهان للفحم، في حين سيُوجه النصف الآخر نحو التصدير للأسواق الأوروبية، مع توقعات ببدء تدفق أولى شحنات الغاز عبر الأجزاء الأولى من المشروع بحلول عام 2031. ولا يمكن قراءة هذا الحدث بمعزل عن التحولات الدبلوماسية والأمنية الإقليمية؛ فالأنبوب يمثل محفزاً تنموياً سيوفر مصدراً موثوقاً للطاقة لحل أزمات الكهرباء المزمنة في دول غرب إفريقيا، مما يعزز الاستقرار الإقليمي ويخلق اندماجاً اقتصادياً وهو ما يفسر الاهتمام البارز بتمويل المشروع من قبل جهات وازنة كالبنك الأوروبي للاستثمار وصناديق سيادية خليجية، ليضع بذلك حجر الأساس لنظام طاقي جديد يجعل من المنطقة محوراً لا غنى عنه في معادلة الأمن
