Morocco’s DGSN, Child Observatory Launch Partnership to Reinforce Child Protection

Rabat – The General Directorate of National Security (DGSN) and the National Observatory for the Rights of the Child (ONDE) announced today the signing of a new partnership deal to strengthen child protection in Morocco.

DGSN and ONDE signed the agreement at the Royal Police Institute in Kenitra, with both parties committed to establishing an institutional framework for cooperation through joint action to achieve different objectives.

Among the goals are training and capacity-building, as well as support for children in vulnerable situations, including through the relaunch of the program to protect children engaged in begging, the implementation of the territorial protection protocol, and participation in national and international mechanisms.

The goal also includes psychological support through the creation of a dedicated team to assist and provide psychological follow-up for DGSN officers exposed to illicit child-related content, as well as technological support for reporting offenses, awareness raising, and prevention.

Khalid Zougari, the director of the Royal Police Institute, said the agreement is part of a participatory approach to strengthen efforts of different institutional and human rights stakeholders.

Tangible and scalable Social commitment

The approach also reflects the commitment of the two parties to reinforce child protection.

“This partnership directly contributes to enhancing the skills and capacities of National Security personnel,”  he said.

The security official recalled DGSN’s active engagement in implementing the 2012-2025 Integrated Public Policy for Child Protection developed by the Ministry of Solidarity.

Vice-President of ONDE Ghizlane Benjelloun recalled the observatory’s commitment in line with high royal directions to establish a national integrated policy promoting children’s rights based on protection, prevention, and reinforcement without discrimination.

She said the agreement is part of the dynamic, stating that this reflects a shared desire to institutionalize cooperation between the two parties and raise it to a higher level of coordination and complementarity.

In March, the National Human Rights Council (CNDH) called for a stronger child protection system.

CNDH  announced a legal and institutional framework for child protection as part of a memorandum on draft Law No. 29.24, which proposes creating a National Agency for the Protection of Childhood. 

CNDH and the government submitted the framework to the President of the House of Representatives on January 8. The memorandum shows the council’s commitment to ensuring that all children, regardless of family circumstances, receive equal legal, social, and moral protection. 

It points to the pressing need for a holistic and structured approach to child care, particularly within social welfare institutions and private care centers.
