Morocco Signs Dual ICAO Agreements to Boost Aviation Oversight and Security

Fez – Morocco has signed two strategic agreements with the International Civil Aviation Organization, setting out a clear roadmap to strengthen training capacity, regulatory oversight and aviation security, according to official details released on Tuesday.

The first agreement establishes a structured international training programme for civil aviation inspectors, led by the Ministry of Transport and Logistics in partnership with ICAO. 

Designed primarily for ICAO member states, particularly developing countries, the programme will run over three years starting in 2026 and is expected to train around 100 inspectors annually.

The initiative focuses on improving oversight performance and raising safety standards across national aviation systems. 

It will cover key technical areas including flight operations, airworthiness, aviation security, air navigation, accident investigation and air transport regulation. 

Training sessions will be delivered in Morocco through in-person and hybrid formats, in both French and English.

Under the agreement, ICAO will manage the programme’s international coordination, including communication with member states, scholarship processing and candidate selection. 

The Moroccan government will assume financial responsibility and provide the infrastructure and technical resources required to host the training. 

The arrangement positions Morocco as a regional platform for capacity building and technical expertise in civil aviation.

A second agreement between the same parties targets the strengthening of Morocco’s domestic aviation system, with a focus on facilitation and security aligned with international standards.

On the facilitation side, the framework introduces measures to streamline passenger processing and border management, notably through risk-based assessment tools applied to specific traveller categories, including inadmissible passengers. 

The objective is to improve operational efficiency without compromising the flow of air traffic.

In parallel, the agreement outlines a series of security enhancements addressing sensitive areas such as the screening of individuals with special status, including diplomats, in line with international conventions. 

It also includes reinforced controls on high-risk cargo and the development of cybersecurity systems aimed at protecting aviation infrastructure and strategic data.

The implementation of these measures will rely on expert-led evaluations and coordination across sector stakeholders, with the stated goal of building sustainable institutional capacity and reinforcing Morocco’s long-term aviation strategy.

These two agreements reflect a dual approach as Morocco looks to expand its role in international aviation training while consolidating the resilience and performance of its national aviation system.
