Milli Mücadele yıllarında Mustafa Kemal Atatürk'ün kurtuluş mücadelesini başlatmak üzere Samsun'a çıkışına "ilk adım" dendiğini hatırlatan Yalçın, "İlk adım, Kurtuluş Savaşı'nın özünü oluşturan hürriyet ve bağımsızlık kavramlarını takviye ederek Milli Mücadele ruhuyla güçlü bağ kurulmasını sağlayan bir tabirdir. Sembol ve kavram ilişkisi üzerinden kurulan bu denklem, Atatürk'ün Samsun'a çıkışına derin, vasi ve aynı zamanda kutlu bir mana kazandırmaktadır." ifadelerini kullandı. Yalçın, "ilk adım" kavramının, hem vatanın bütünlüğü ve hürriyeti yolunda sarsılmaz bir hamleyi, hem de milletin bekası ve istiklali için sergilenen azim ve kararlılığı yansıttığını belirterek, "İlk adım, milletimizin varoluş refleksi istikametinde tarihe vurulmuş silinmez bir damgadır. O bakımdan 19 Mayıs 1919 tarihini tehlikeli bir vapur seyahatinin son bulmasından, yolcuların Karadeniz'e kıyısı bulanan güzide bir ilimizde karaya ayak basmasından ibaret olmadığı hakikati, 'ilk adım' kavramına destansı bir hususiyet kazandırmaktadır." değerlendirmesini yaptı. MHP'nin, zaman zaman halkla iletişimi zenginleştirmek ve siyasi diyalog iklimini egemen kılmak için tarihin mehabetini yansıtan mefhumları, simge olarak kullandığına dikkati çeken Yalçın, şu ifadeleri kullandı: "Genel Başkanımız Sayın Devlet Bahçeli'nin, gerek bölgemizde gerekse dünyada meydana gelen kaçınılmaz değişim ve dönüşümlerle Türkiye'nin bütünlüğüne dönük yeni küresel tehditler karşısında iç barışın tesisi ve kardeşlik hukukunun sağlamlaştırılması yolunda ortaya attığı Terörsüz Türkiye fikri de pek ala bir siyasi 'ilk adım'dır. Terörün, terörizmin bir siyaset biçimi, bir kavga silahı olarak kullanıldığı; halkın huzur ve düzeninin çalındığı, Türkiye'nin bekasına dönük dış tehdidin giderek büyüdüğü bir dönemde MHP lideri Devlet Bahçeli'nin yaptığı Terörsüz Türkiye çağrısı, milli mutabakat istikametinde devasa bir 'ilk adım'dır. Partimizin 27 Nisan 2026 tarihli MYK toplantısında alınan karar uyarınca, 7 Mayıs'ta başlatılan kongre süreci çerçevesinde ilk kongre adımının da 19 Mayıs 2026 Salı günü Samsun'un İlkadım ilçesinde atılması kararlaştırılmıştır. İlkadım Kongresi'nin, Atatürk'ün Samsun'a çıkışının 107. yıl dönümü olan 19 Mayıs 2026 Salı gününe denk getirilmesi, sembolik bir amaç taşımaktadır. İlk MHP ilçe kongresinin gerçekleştirileceği Samsun İlkadım, hem Milli Mücadele ruhunu, hem Terörsüz Türkiye fikrine can veren varoluş refleksini, hem de Milliyetçi-Ülkücü Hareket'te vücut bulan beka azmini simgelemektedir." Yalçın, "İlk Adım ve İlk Parti Kongresi" vesilesiyle Türkiye'nin birlik ve bütünlüğü, milletin barış, dirlik ve sükun içinde hayatını sürdürmesi için 19 Mayıs ruhunun diri tutulmasının öneminin vurgulanacağını ifade etti. Kongrede, milli devlet yapısının daha da güçlendirilip takviye edilmesinde Terörsüz Türkiye'nin oynadığı müspet rolün hatırlatılacağını belirten Yalçın, şunları kaydetti: "Son yıllarda coğrafyamızda vuku bulan hadiseler, MHP'nin milli devlet yapısının takviyesine dönük tezlerinin haklılığına işaret etmektedir. MHP olarak, güçlü milli devlet yapısını sadece Türkiye için değil, tehdit altındaki bütün bölge devletleri için sömürgeciliğin panzehri olarak görüyoruz. Bölgede ve dünyada milli devletlerin çoğalması, bağımsız devletler ve egemen milletler ailesinin yaşamasına katkıda bulunacaktır. Yeryüzünde ne kadar çok güçlü milli devlet yapısı ve bağımsız ülke olursa emperyalizm de o oranda etkisiz kalacaktır. İran, Irak, Suriye ve Lübnan gibi bölge ülkelerinin milli devlet yapılarının korunması, Türkiye'nin güvenliği açısından da hayati önem taşımaktadır. Terörsüz Türkiye demek, olumsuz dış etkenlere direnç göstermek ve ayakta kalmak için gereken refleks ve donanımlara sahip olmak demektir. Partimizin Samsun İlkadım kongresi bu şuurla gerçekleştirilecek, bütün kongre süreci de aynı bilinç ve sinerji içinde devam edecektir. Neticede 7 Mart 2027'deki Olağan Büyük Kurultay'a da aynı ruh ve inançla gidilecektir."
