2026•Güncelleme: 19 Ağustos 2026ANKARAMilli Eğitim Bakanı Yusuf Tekin'in imzasıyla yayımlanan "2026-2027 eğitim ve öğretim yılına ilişkin iş ve işlemler" konulu genelgeye göre, 2026-2027 eğitim öğretim yılı 14 Eylül Pazartesi günü başlayacak. Genelge kapsamında, Milli Dayanışma ve Toplumsal Bütünleşmenin Güçlendirilmesine Dair Kanun ile ortaya konulan milli duruş, Bakanlığın tavizsiz en temel önceliklerinden biri ve eğitim ve öğretim süreçlerinin ana hedeflerinden olacak. Türkiye Yüzyılı Maarif Modeli'nin bütüncül ruhuna uygun olarak öğrencilerin hiçbir ayrım gözetilmeksizin, anayasal vatandaşlık anlayışı ve eşitlik ilkesi temelinde, milli birlik ve beraberliğe, vatana ve kardeşlik hukukuna sahip çıkacak şuurda yetiştirilmeleri sağlanacak. Bu amaç doğrultusunda 2026-2027 eğitim ve öğretim yılının ilk haftası ve yıl boyunca Bakanlık tarafından hazırlanan uygulama kılavuzları doğrultusunda etkinlikler düzenlenecek. Sağlıklı ve güvenli okul ikliminin tavizsiz şekilde korunması amacıyla, "Okullarda Güvenlik Önlemlerinin Alınması" konulu Genelge, "Çocukların Eğitim Süreçlerinin Güvenliğine İlişkin Koruyucu ve Önleyici Hizmet ve Tedbirlerin Artırılmasına Yönelik İş Birliği Protokolü" ve İçişleri Bakanlığının "Okul ve Çevresi Güvenlik Tedbirleri" konulu yazısı hükümleri eksiksiz olarak uygulanacak, denetimler rutin aralıklarla sürdürülecek. Genelgeye göre, il ve ilçe yürütme kurulları, eğitim öğretim yılı başında toplanarak görev ve sorumlulukları, okul ve çevresine yönelik olası riskleri gözden geçirecek ve planlamalar yapacak. Okul ortamlarında giriş-çıkışlar kontrollü sağlanacak, yaya ve araç trafiği ayrılacak, kör noktalar aydınlatılacak, acil durumlarda hızlı ve güvenli tahliyeyi sağlayacak bakım ve onarım çalışmaları tamamlanacak. Okulun ve öğrencilerin güvenliğini tehdit edebilecek hususlara ilişkin ihbar ve şikayetler değerlendirilerek önlem alınacak. Olumsuz davranışların fiil ve suça dönüşmesini engellemek üzere ilgili kurumlarla eş güdüm halinde tüm koruyucu ve önleyici tedbirler hayata geçirilecek, bu hususta en ufak bir idari zafiyete veya ihmale müsaade edilmeyecek. Veli görüşmeleri, ülke genelinde yalnızca "Okul Randevu Sistemi" üzerinden planlanarak yürütülecek. Velilerin randevusuz ziyaretlerine ve öğrencinin velisi veya vasisi olmayan kişilerin okula girişine izin verilmeyecek. Öğretmenlerin mesleki haklarının korunması ve güvenli eğitim ortamlarının sürdürülmesi amacıyla bu uygulama, tüm eğitim kurumlarında istisnasız uygulanacak. Eğitim kurumu yöneticileri, öğretmenler ve eğitim çalışanları görevlerini yerine getirirken öğretmenlik mesleğinin saygınlığını, temsil sorumluluğunu ve öğrencilere örnek olma niteliğini gözetecek, kılık ve kıyafetlerinde mesleğin vakarına, kamu hizmetinin ciddiyetine ve toplumsal hassasiyetlere uygun hareket edecek ve önlük giyecek. Bu kapsamda eğitim ve öğretim yılı başında yapılacak öğretmenler kurulunda gerekli bilgilendirmeler yapılacak olup uygulama, milli eğitim müdürlüklerince takip edilecek ve mevzuata aykırı davranışlara izin verilmeyecek. e-Okul sisteminde otomatik gerçekleşen okul kayıtlarından dolayı velilerin kayıt ücreti ödemesi söz konusu olmayacak. Öğrenci kayıt işlemleri "2026-2027 Eğitim ve Öğretim Yılı Adrese Dayalı Kayıt Sistemi (e-Kayıt) Usul ve Esasları" gereğince yürütülecek, öğretmen norm dağılımının olumsuz etkilenmemesi, okullardaki sınıf mevcutlarının dengeli bir şekilde dağılımının yapılabilmesi, fırsat eşitliğinin sağlanabilmesi, okulların tam kapasiteyle kullanımı gibi nedenler dolayısıyla kayıt bölgesi sınırlamalarına kesinlikle uygun davranılacak ve kayıt bölgeleri dışından öğrenci kaydı yapılmayacak. Velilerin ayrıca okul idaresiyle kayıt konusunda iletişim kurmasına gerek kalmadığından, kayıt parası veya başka ad altında zorunlu ücret talep edilmesi mümkün olmayacak. Velilerden kayıtlara ilişkin herhangi bir ücret istendiğine dair şikayet gelmesi halinde gereği yapılacak. Öğrencilerin dijital imkanlardan doğru şekilde yararlanmasına yönelik rehberlik çalışmalarına ağırlık verilerek, dijital bağımlılığa neden olan etkenlere yönelik farkındalıkları artırılacak. Öğrencilerin sınıf içinde cep telefonu bulundurmamalarına ilişkin uygulamaya devam edilecek ve öğretmenler de sınıf içinde cep telefonu kullanmayacak. Ödev verme ya da bilgilendirmelerde Bakanlığın belirlediği dijital platformlar haricindeki araçların kullanımından kaçınılarak bu hususta öğrencilere ve velilere gerekli yönlendirmeler yapılacak. Öğrencilerin dijital dünyada güvenli, bilinçli, sorumlu ve değer temelli bir yaklaşımla hareket eden bireyler olarak yetişmelerini desteklemek amacıyla "Duygu-Değer Temelli Dijital Esenlik Projesi" ile hazırlanan eğitim içeriklerinden etkin şekilde yararlanılacak. Okul öncesi eğitim, ilkokul 1. sınıf ve ortaokul 5. sınıf öğrencilerine yönelik uyum eğitimleri, Bakanlık tarafından belirlenen takvim ve program çerçevesinde gerçekleştirilecek. Okul öncesi eğitim ve ilkokul 1. sınıf öğrencilerine yönelik aile etkinliklerinde ailenin etkin katılımı esas alınacak. İlkokul 1. sınıf öğrencilerinin okuma bayramı etkinlikleri ise okuldaki tüm 1. sınıf öğrencilerini kapsayacak şekilde mayıs ayı içinde planlanacak. 2026-2027 eğitim ve öğretim yılında, Türkiye Yüzyılı Maarif Modeli'nin bütüncül eğitim anlayışı doğrultusunda "Maarifin Kalbinde Oyun" teması esas alınacak. Oyunun, çocuğun öğrenme, gelişim, sosyalleşme, üretme ve kendini ifade etme süreçlerinin ayrılmaz bir parçası olduğu anlayışıyla yaş ve gelişim özelliklerine uygun, güvenli ve kapsayıcı oyun etkinliklerine ve geleneksel çocuk oyunlarına eğitim süreçlerinde yer verilecek. Bu çerçevede yapılacak planlama ve uygulamalar, "Milli Eğitim Bakanlığı Oyun Politika Belgesi" ilke ve esaslarına uygun şekilde yürütülecek. Bakanlığın en önemli paydaşlarından olan ailelerin eğitim sürecine etkin katılımının ve çocukların gelişimlerinin ev ortamında da desteklenmesi amacıyla okul-aile iş birliği güçlendirilecek. "Ailemle Eğitim Yolculuğum" çalışmaları, Bakanlıkça hazırlanan uygulama kılavuzları ve etkinlik kitaplarında yer alan usul ve esaslar doğrultusunda etkin şekilde yürütülecek, okul öncesi aile eğitim bültenleri velilere düzenli olarak ulaştırılacak. Türkiye Yüzyılı Maarif Modeli kapsamında Türk dünyası ve gönül coğrafyasının ortak tarih, kültür ve medeniyet birikimini yansıtan değerlerin öğrenciler tarafından benimsenmesi, birlik ve beraberlik bilincinin güçlendirilmesi amacıyla bu yıl ortaokul kademesinde "Hakan ile Bilge'nin Türk Dünyası Yolculuğu", ortaöğretim kademesinde ise "Türk Dünyası Kültür Atlası, Bilge ve Hakan'ın Zamanı Aşan Yolculuğu" adlı materyaller, ücretsiz dağıtılan ders kitaplarıyla birlikte sıralarda yerini alacak. Öğrencilerin öğrenmelerini gerçek yaşamla ilişkilendirmeleri, yaparak ve yaşayarak öğrenmeleri, farklı öğrenme deneyimleri edinmeleri, içinde yaşadıkları toplumu ve coğrafyayı öncelikle öğrenmelerini desteklemek amacıyla okul dışı öğrenme ortamları eğitim ve öğretim süreçlerine etkin şekilde dahil edilecek ve "Okul Dışı Öğrenme Ortamları Dijital Platformu"nda yer alan içeriklerden yararlanılacak. Okullarda gerçekleştirilecek tören, kutlama, anma günü, mezuniyet ve benzeri etkinliklerde kullanılacak müzik, video, broşür, pankart ve diğer materyaller Yönetmelik hükümleri doğrultusunda kurulan "Eser İnceleme ve Seçme Kurulu" onayıyla belirlenecek. Sosyal medya paylaşımlarında pedagojik ve etik ilkelere riayet edilecek. Mezuniyet etkinlikleri toplumsal değerler ve öğrenci kimliğiyle uyumlu olacak ve velilere ilave mali yük getirmeyecek şekilde planlanarak yürütülecek. Bakanlığın "Mezuniyet Günü Etkinlikleri" konulu Genelgesi ile belirtilen hususlara aykırı uygulamalara izin verilmeyecek. Özel öğretim kurumlarında görev yapan eğitim personeli ve diğer personelin, ilgili mevzuat kapsamında sözleşmeyle belirlenen özlük haklarının kurumlar tarafından yerine getirilip getirilmediği denetlenecek, bu kapsamdaki şikayetler titizlikle takip edilip sonuçlandırılacak. Bakanlıkça ücretsiz dağıtılan kaynaklar dışındaki materyaller okul ve kurumlarda kullandırılmayacak. Öğrenci ihtiyaçlarının temininde veliler, belirli markalara ve yüksek maliyetli ithal kırtasiye setlerine mecbur bırakılmayacak. Bunun yerine ülkenin üretim kapasitesini destekleyecek yerli ürünlerin kullanımına imkan sağlanacak. Velilere maddi yük oluşturacak her türlü uygulamadan kaçınılacak, okullarda yönlendirme, reklam ve tanıtım organizasyonlarına kesinlikle müsaade edilmeyecek. Tüm eğitim kademelerinde Bakanlık tarafından belirlenen ortak sınav uygulamaları ile Bakanlık tarafından hazırlanan ölçme ve değerlendirme araçları dışında il, ilçe, okul veya sınıf genelinde öğrencileri birbirleriyle yarıştıran, sıralamaya tabi tutan ya da velilere ilave mali yük getiren deneme sınavı, hazır bulunuşluk uygulaması, tarama sınavı ve benzeri sınavların okullarda uygulanmasına veya öğrencilere satın aldırılmasına izin verilmeyecek. Özel yayınevleri veya diğer kişi ve kuruluşlar tarafından bu amaçla hazırlanan sınavlar da aynı kapsamda değerlendirilecek. Bakanlığın ölçme ve değerlendirme politikalarıyla örtüşmeyen ve öğrencilerin akademik, sosyal ve duygusal gelişimlerini olumsuz yönde etkileyebilecek, adı veya niteliği ne olursa olsun Bakanlık dışında hazırlanan ve organize edilen sınav niteliği taşıyan hiçbir uygulamanın okullarda yapılmasına izin verilmeyecek. "Yaşam Becerileri Projesi" kapsamında hazırlanan uygulama kılavuzu ve etkinlik kitapları doğrultusunda eğitim ve öğretim süreçleri planlanacak. Okullarda bulunan uygun fiziki ortamlar öğrencilerin yaşam becerilerini uygulayarak geliştirebilecekleri şekilde değerlendirilecek ve uygulamaların yaygınlaştırılmasına yönelik gerekli tedbirler alınacak. Mesleki ve teknik ortaöğretim kurumlarında atölye, laboratuvar ve işletmelerde yapılan mesleki eğitimlerde iş sağlığı ve güvenliğine ilişkin tüm tedbirler, eksiksiz uygulanacak. İşletmelerde mesleki eğitim ve staj yapılacak iş yerleri, alan/dal uygunluğu, usta öğretici/eğitici personel yeterliliği, öğrenci kapasitesi ve öğretim programına uygunluk açısından eğitim başlamadan önce titizlikle seçilecek ve uygun işletmelerle sözleşme yapılacak. Uygunluk şartlarını kaybeden veya eksiklik tespit edilen işletmelerle yapılan sözleşmeler, mevzuata uygun şekilde ivedilikle feshedilecek. Koordinatör öğretmenler, eğitim süreçlerini görevleri başında düzenli ve etkin biçimde izleyecek, süreçlerin takibi için "İşletmelerde Mesleki Eğitim ve Staj (MEB-İMES)" mobil uygulaması tüm paydaşlarca aktif ve zorunlu olarak kullanılacak. Öğrencilerin medya okuryazarlığı ve dijital iletişim becerilerini geliştirmeleri yönündeki hedefler doğrultusunda hazırlanan "Haberimiz Olsun" dijital platformunda yayımlanan video, sesli ve yazılı dijital medya içeriklerinden eğitim ortamlarında yararlanılacak. Bu içerikler, ilgili derslerin konu ve öğrenme çıktılarıyla ilişkilendirilerek eğitim süreçlerine dahil edilecek ve okullarda dezenformasyonla mücadeleyi destekleyen, güncel, şeffaf ve doğru bilgiye dayalı bir medya kültürünün geliştirilmesine yönelik gerekli planlamalar yapılacak. "Tutum, Yatırım ve Türk Malları Haftası" etkinliklerinde yerli sanayi ve teknoloji ürünleri tanıtılarak, öğrencilere milli kalkınma şuuru sadece bu haftaya mahsus olmayacak şekilde yıl içindeki diğer etkinliklerle de kazandırılacak. Türkiye Yüzyılı Maarif Modeli kapsamında finansal okuryazarlık, tasarruf kültürü ile yerli üretim ve tüketim bilincini güçlendirecek, öğrencilerin bilim ve teknolojinin üreticisi olmalarını destekleyecek faaliyetlere yer verilecek. Tam zamanlı kaynaştırma/bütünleştirme yoluyla eğitimlerini sürdüren, özel yetenekli öğrenciler dahil olmak üzere özel eğitim ihtiyacı olan öğrenciler için eğitim gördükleri okullarda "destek eğitim odaları" açılacak. Bu odalarda verilecek eğitim planlanacak, öğretmen görevlendirmeleri yapılacak ve öğrencilerin "Bireyselleştirilmiş Eğitim Programları (BEP)" dikkate alınarak eğitim süreçlerine etkin katılımları sağlanacak.
