Man arrested after 'creepy Peeping Tom took photos through students' curtains'

Published: 01:16, 11 May 2026 | Updated: 01:23, 11 May 2026 A Maryland man used a step stool to peer through an apartment window and spy on a woman as she got dressed, police said.  Andrade Robinson, 55, was taken into custody in the early hours of Friday near a residence in the Rodgers Forge area, according to the Baltimore County Police Department. Robinson was charged with misdemeanor peeping Tom and visual surveillance with prurient intent, according to court records obtained by CBS. His arrest came after an anonymous resident reported seeing a man carrying a three-step ladder around Donnybrook Apartments on April 28. The caller provided the make and license plate of the suspect's vehicle, which investigators said was registered to Robinson. Around 3am on May 8, Detective Nicole Spear and two other detectives spotted his vehicle parked near another apartment complex in neighboring Rodgers Forge. According to charging documents, detectives watched Robinson use window sills to pull himself up and peer into apartments before retrieving a step stool from his car and carrying it to one of the windows.  Donnybrook Apartments has been at the center of a months-long 'Peeping Tom' investigation after residents reported men looking through their windows and secretly filming them Andrade Robinson, 55, was arrested and charged with peeping Tom and visual surveillance with prurient intent When detectives approached, Robinson fled on foot but was caught a short distance away. Police said a woman was getting dressed inside the apartment Robinson was allegedly looking into. Robinson denied peeping into windows and claimed he had been searching trash bins for items to resell. 'It should be noted that at no point was Defendant Robinson seen close to or looking into any dumpster or trashcans in the area,' the charging documents state. Authorities said Robinson has been identified several times dating back to 2002 while acting suspiciously late at night around the Donnybrook and Rodgers Forge apartment complexes. The arrest follows months of complaints from women who said men had been peering through their windows and, in some cases, photographing them inside their homes. 'I saw someone filming me through that crack. It was two hands, a horizontal phone, and a flash,' she told CBS. Afterwards, White installed five security cameras and said she captured three more incidents, most recently on April 18. Devin Kaestner said she was relieved by the arrest but feared other voyeurs may still be operating in the area. 'I'm really happy that they got one person at least, but I don't want people to stop looking,' Kaestner told CBS. Police said Robinson is not believed to be either of the two men previously captured on surveillance footage shared with CBS, suggesting there may be multiple suspects. The investigation remains ongoing. Continental Realty, which manages the apartment complex, said it has installed floodlights and is cooperating with law enforcement. If convicted, Robinson faces up to 30 days in jail and a $1,000 fine on the peeping Tom charge, and up to one year in jail and a $2,500 fine on the surveillance charge. He is being held without bond at the Baltimore County Detention Center. His trial is scheduled for July 6.  No comments have so far been submitted.
