Dr Stellios 'Stan' Theodoros, 74, called another patient 'my beautiful angel' and greeted her with a hug or a kiss, the Queensland Civil and Administrative Tribunal heard. The Queensland Health Ombudsman told the tribunal he conducted a total of 25 vaginal swabs, pap smears and pelvic and breast examinations over three years.  Another woman underwent 26 such procedures over two and a half years, the tribunal heard. The health ombudsman's investigation, conducted alongside a Queensland Police investigation, led to him being found in February to have engaged in serious misconduct, and he was banned from ever practising again. He has now been charged with 94 counts of rape and 54 counts of sexual assault after his arrest by Queensland Police's Operation X-Ray Cariyna and will face court next month. Police allege that from the early 2000s to 2015, he sexually assaulted 15 women at his medical clinic in the southern Brisbane suburb of Tarragindi. QCAT found that Theodoros conducted 34 vaginal swabs on a patient he reportedly gave French champagne to between 2006 and 2014. In that time he conducted 20 breast examinations, 22 pelvic exams, and performed 20 skin and mole checks.  She alleged Theodoros watched in the consulting room while she dressed or undressed and, after she shut a curtain for privacy, he ‘opened it and walked in without warning’.  'On more than one occasion he suddenly leaned in and put his hand on her breast,' the QCAT findings reveal. 'He removed her bra while she was trying to cover herself up. 'He left the curtain open while she was getting redressed.' Another woman underwent 27 pap smears in 13 years, including 14 between 2013 and 2015. GP Stellios Theodoros, police allege, sexually assaulted 15 women at his medical clinic in the southern Brisbane suburb of Tarragindi from the early 2000s to 2015 One woman alleged that Theodoros watched on or stayed in the consulting room when she dressed or undressed and after she shut a curtain for privacy, he 'opened it and walked in without warning' Theodoros greeted another patient he called 'my beautiful angel' with a hug or a kiss at the Wellers Hill practice (above) and conducted a collective total of 25 vaginal swabs, pap smears and pelvic and breast examinations in three years The report notes that as a civil matter the standard of proof was on the balance of probabilities, and Theodoros responded to the claims by quoting Federal Court Justice Michael Lee’s findings in the Bruce Lehrmann case. Theodoros submitted that Lee's consideration of 'the balance of probabilities  requires a subjective belief in the state of facts...and that what is required is "reasonable satisfaction" on the preponderance of probabilities'.  Theodoros, who has been a GP since 1977, surrendered his medical registration in early 2023. The QCAT report concluded in February this year that Theodoros had engaged in professional misconduct, reprimanded him and disqualified him from reapplying for registration indefinitely.  The police investigation, established in August last year after multiple women made allegations, is ongoing.  No comments have so far been submitted.
