King Mohammed VI Chairs Council of Ministers in Rabat
Rabat – King Mohammed VI chaired a Ministerial Council on Thursday at the Royal Palace in Rabat, addressing a broad agenda covering legislative, administrative, and strategic priorities.
The council discussed key matters, including the approval of two draft organic laws, a decree on military administration, and a series of international agreements alongside high-level appointments.
The session also began with a review of Morocco’s agricultural season. The Minister of Agriculture, Fisheries, Rural Development, and Water and Forests reported that exceptional rainfall across all regions—averaging 520 millimeters, a 54% increase over the last 30 years—has boosted agricultural activity, filled dams to 75% capacity, and contributed to record production of olives, citrus, and dates. Abundant pastures have also improved livestock conditions in line with directives to restore the national herd.
The council further examined the governance framework for the new generation of integrated territorial development programs. The Interior Minister outlined a locally driven approach to prioritize programs based on citizen needs, emphasizing improved living conditions, regional attractiveness, economic growth, and job creation.
These programs, with a projected budget of approximately 210 billion dirhams over eight years, will be executed through local and national committees to ensure coordination, transparency, and effective monitoring, supported by digital platforms and annual audits by finance and territorial administration inspectors.
In addition, the council approved reforms to regional governance through a draft organic law updating the framework for regional authorities. The legislation aims to enhance regional financial capacities, define shared and exclusive competencies, and transform regional project execution agencies into corporate entities to improve efficiency and performance. A second draft organic law updated regulations on high-level appointments in public institutions, including the National Agency for Child Protection and judicial conservators.
On the military front, a decree updating the status of military attachés abroad was approved, ensuring proper allowances for specific responsibilities, in line with directives.
The council also approved 15 international agreements, including 11 bilateral treaties covering civil aviation, judiciary, customs, and military cooperation, as well as four multilateral agreements. These multilateral accords involve the World Trade Organization, the African Telecommunications Union, the African Cybersecurity Authorities Network, and the African Union Development Agency, which will establish its national office in Morocco.
Finally, the council endorsed several senior appointments in the health sector, naming new directors for territorial health groups in Casablanca-Settat, Rabat-Sale-Kenitra, Fez-Meknes, Laâyoune-Sakia El Hamra, and Souss-Massa, reinforcing leadership across the country’s regional health administration.
