KFOR'un 1999 tarihli ve 1244 sayılı Birleşmiş Milletler Güvenlik Konseyi (BMGK) kararına istinaden Kosova'da faaliyetlerini yürüttüğünü anımsatan Ulutaş, "(KFOR'un) Asli vazifesi tüm insanlar için güvenlikli ve emniyetli ortamın idamesine katkı sağlamak ve aynı zamanda hareket serbestliğinin muhafazası." ifadesini kullandı. Tümgeneral Ulutaş, KFOR'un varlığının bölgedeki güvenlik ortamının idamesi için büyük önem arz ettiğini belirterek, bunun Kosova Polisi, Sırbistan Silahlı Kuvvetleri, Avrupa Birliği'nin (AB) hukukun üstünlüğü misyonu ve uluslararası diğer misyonlar gibi birtakım paydaşlarla birlikte yürütüldüğünü dile getirdi. KFOR'un sahada toplulukların temsilcileri ve sivil toplum kuruluşlarıyla temaslar yürüttüğünü aktaran Ulutaş, söz konusu faaliyetlerin Kosova'da güvenlik ortamının idamesine ve yine aynı şekilde hareket serbestliğinin sağlanmasına pozitif katkı sağladığının altını çizdi. Kosova'da henüz bir devlet başkanı seçilmemesinin etkilerine ilişkin konuşan Ulutaş, "Kosova'da şu an güvenlik ortamı sakin. Tam olarak istikrarlı ortama kavuştuğunu söyleyemiyoruz. Burada da ana sebep hala çözülmemiş konuların olması. Bu çerçevede baktığımızda aslında iç politikada seçimlerin olması doğrudan güvenlik ortamını etkilemiyor." değerlendirmesinde bulundu. Tümgeneral Ulutaş, BMGK'nin yetkilendirmesi doğrultusunda KFOR'un faaliyetlerini yürütmeye devam ettiğine değinerek, KFOR'un Kosova genelinde oldukça güçlü ve aynı zamanda da esnek bir varlığı bulunduğuna dikkati çekti. KFOR'un bilgi toplama imkanları ve sahada toplumla iç içe olan timleri vasıtasıyla Kosova'daki gelişmeleri yakından takip edebildiğini belirten Ulutaş, "Aslında istikrarın bir tür katkıcısı ve sağlayıcısı olmaya devam ediyoruz." diye konuştu. Ulutaş, diğer taraftan siyasi gelişmelerin, özellikle çözülmemiş konuların nihai çözüme kavuşturulması açısından önem arz ettiğinin altını çizdi. Bu bağlamda AB kolaylaştırıcılığında Belgrad ile Priştine arasında devam eden bir diyalog da bulunduğunu hatırlatan Ulutaş, buradaki ilerlemenin seçim süreçlerinden etkilenebileceğini söyledi. Türkiye'nin KFOR'a katkıları hakkında konuşan Tümgeneral Ulutaş, "Ülkemiz KFOR'a en yüksek katkı sağlayan ülkeler arasında. Hem karargah kadrolarında katkılarımız var, hem sahada izleme timlerimiz var." dedi. Ulutaş, Türkiye'nin KFOR'da sahada görev yapan bir piyade bölümü bulunduğunu, devriye ve gözetleme faaliyetleri icra ettiğini bildirdi. Türkiye'nin katkılarının bununla da sınırlı olmadığına işaret eden Ulutaş, sözlerini şu şekilde sürdürdü: "Diğer taraftan sivil asker işbirliği kapsamında da yürütülen faaliyetler var. Doğrudan halkla temas ederek sağlanan katkılar var. Dolayısıyla oldukça görünür bir şekilde ve askerlerimiz son derece profesyonel ve disiplinli bir şekilde, iyi eğitimli ve son derece iyi seviyede teçhizatlandırılmış şekilde faaliyetlerini yürütüyorlar." Tümgeneral Ulutaş, "Her seviyede aslında ülkemiz KFOR'a katkı sağlıyor." ifadesini kullandı. Tümgeneral Ulutaş, kendisinin istisnai bir şekilde ikinci kez KFOR Komutanlığı'nı üstlendiğini anımsatarak "Gerçekten KFOR Komutanlığı'na ikinci defa gelmek ve KFOR vasıtasıyla gerek Kosova'da gerekse bölgede kalıcı istikrara katkı sağlamak hakikaten bir ayrıcalık." değerlendirmesinde bulundu. İlk komutanlığı devraldığı Eylül 2023'te Kosova'da ciddi güvenlik olayları olduğunu ve o ortamda göreve başladığını anımsatan Ulutaş, "O zamandan bu yana benzer olayların yaşandığını görmedik. Bu oldukça olumlu. Biz de bu çerçevede sahada KFOR'un bu ortamın idamesi için katkı vermeye devam ediyoruz." diye konuştu. NATO'nun Balkanlar'daki rolü hakkında da konuşan Ulutaş, "(Balkanlar) NATO için stratejik öneme ait bir bölge. Aslında KFOR, yürüttüğü faaliyetlerle sadece Kosova'da güvenliğin sağlanmasına katkı sağlamıyor, bütün Balkanlar bölgesindeki güvenlik ve istikrar ortamına katkı sağlıyor." dedi. Ulutaş, bunun da dolaylı olarak aslında Kuzey Atlantik ve ittifak bölgesinde istikrara katkı sağladığına işaret ederek, "Gelecekle ilgili bir senaryo üzerinde konuşmam mümkün değil ama şunu söyleyebilirim.
