Kashmir: diplomatic weight of a few words

The Pakistan-US ties have rarely been short of complications, but the latest diplomatic friction between the two sides is rooted in a subject that carries a heavy political charge: Jammu and Kashmir. Pakistan's decision to summon the US Charge d'Affaires in Islamabad after US Ambassador to India Sergio Gor described Jammu and Kashmir as an "important part of India" is more than a diplomatic protest. It reflects Islamabad's concern that Washington may be sending mixed signals on an issue where Pakistan remains extremely sensitive to any perceived shift in the US position. Gor made the remarks on his maiden visit to Srinagar, where he met IIOJK Chief Minister Omar Abdullah. His visit came years after India's 2019 decision to revoke the region's special constitutional status and was closely watched in both Islamabad and New Delhi. The ambassador also spoke positively about the security situation and indicated that Washington could reassess its travel advisory for the region. But it was his description of Kashmir as an "important part of India" that immediately became the focus of attention in Pakistan. Islamabad sees the wording as inconsistent with the established international position on Kashmir. The Foreign Office has reiterated that Jammu and Kashmir remains a disputed territory whose final status is to be determined in accordance with relevant UNSC resolutions and the aspirations of the Kashmiri people. The issue is important because diplomacy is often conducted through calibrated language. In the Kashmir dispute, terminology can signal recognition, neutrality or a change in policy. This explains why Pakistan reacted so quickly. Islamabad has also drawn attention to President Trump's repeated offers to mediate between India and Pakistan. In its protest, Pakistan welcomed President Trump's offer to help resolve the dispute following the recent military confrontation between the two countries, while urging Washington to ensure that statements by American officials do not undermine the disputed status of Kashmir. This creates an obvious tension. If President Trump wants to retain a role as a mediator, Pakistan's argument is that American officials need to avoid language that appears to endorse one side's position. The larger question, therefore, is not simply what Gor meant. It is whether his remarks were an isolated comment made during a significant visit or whether they indicate an adjustment in Washington's approach to Kashmir. Historically, the US has avoided explicitly endorsing India's position that Kashmir is purely an internal matter. It has instead described the issue as a dispute between India and Pakistan and encouraged the two sides to resolve it through dialogue. That ambiguity has allowed successive US administrations to maintain working relations with both countries. Any departure from that language would inevitably attract attention in Islamabad. The timing makes the episode even more significant. Relations between India and Pakistan remain fragile following the Pahalgam attack in April last year and the military confrontation that followed. In such an environment, even apparently routine diplomatic statements can acquire strategic significance. For India, Gor's remarks can be interpreted as an affirmation of its longstanding position. For Pakistan, they represent a diplomatic red line. Yet Islamabad's response does not necessarily signal a desire for confrontation with Washington. The summoning of the US diplomat is primarily a way of placing Pakistan's objection on record and making clear that Islamabad will challenge any suggestion that the Kashmir dispute has been settled. The real test now lies with Washington. Will the US clarify Gor's remarks? Will it reaffirm its traditional position? Or will it allow the ambassador's words to stand? Those answers will determine whether this remains an irritant or develops into a larger issue in Pakistan-US relations. For a dispute as old and sensitive as Kashmir, words matter. And Pakistan has made clear that, in its view, this particular choice of words crossed a line.
