Katz, Lübnan'ın güneyinde İsrail askerlerinin halihazırda batıda Akdeniz kıyısından doğuda Cebel eş-Şeyh eteklerine kadar 10 kilometrelik alanda konuşlandığını belirtti. İsrail ordusunun bu hat üzerinden Lübnan'dan gelecek saldırıları önlemeye çalıştığını iddia eden Katz, Lübnan'daki saldırılarla hedefin Hizbullah'ın silah bırakmasını sağlamak ve İsrail'in kuzeyindeki yerleşim birimlerine yönelik tehditleri ortadan kaldırmak olduğunu iddia etti. İsrail ordusunun işgal ettiği Lübnan'ın güneyinde oluşturduğu "Sarı Hat"ta tüm bölgenin boşaltılıp silahlardan arındırılması gerektiğini savunan Katz, Lübnan hükümeti, Hizbullah'ın silahsızlandırılması konusundaki taahhütlerini yerine getirmedikçe İsrail ordusunun saldırılarına devam ederek bunu sağlayacağını öne sürdü. Başbakan Binyamin Netanyahu ile kendisinin, ateşkes sırasında dahi Lübnan'daki İsrail askerlerini tehditten korumak için karadan ve havadan tüm gücüyle operasyonlarına devam etme talimatı verdiklerini kaydeden Katz, İsrail askerlerini tehdit edebilecek şüpheli herhangi bir yapının derhal imha edileceğini savundu. İsrail ordusu, 18 Nisan'da Lübnan'ın güneyinde işgal ettiği alanlarda Gazze Şeridi'nde olduğu gibi "Sarı Hat" oluşturduğunu açıklamıştı. İsrail ordusundan yapılan açıklamada, yürürlüğe giren 10 günlük geçici ateşkese rağmen oluşturulan bu hat çevresinde saldırılara devam edildiği belirtilmişti. Gazze'dekine benzer şekilde Lübnan'ın güneyinde de işgal ettiği bölgeleri kapalı askeri alanlara dönüştüren İsrail ordusu, duyurulan "Sarı Hat"tın güneyindeki 55 köyü işgal altında tutuyor. Öte yandan bazı Hizbullah mensuplarının Lübnan'da yeni oluşturulan hatta yaklaştığını öne süren İsrail ordusu, geçici ateşkese rağmen bazı bölgelere hava ve kara saldırıları düzenlediğini açıklamıştı.
