BağdatIrak Parlamentosunda görüşülen yasa tasarısı, güvenlik, ekonomi ve toplumsal yapı açısından farklı değerlendirmelere yol açıyor. Saddam Hüseyin döneminde zorunlu askerliğin bulunduğu Irak'ta, o dönemde uzun ve zorlu askerlik süreçleri yaşayanlar, yeni düzenlemeye temkinli yaklaşıyor. Özellikle özel sektörde çalışanlar ve iş arayan gençler, askerlik süresinin kariyer planlarını sekteye uğratacağından endişeli. Bazı ekonomistler de devlet bütçesine getireceği ek yükün göz ardı edilmemesi gerektiğini vurguluyor. Zorunlu askerliği destekleyenler ise bu sistemin ülke genelinde "disiplin ve birlik" duygusunu artıracağını savunuyor. Bazı güvenlik uzmanları da özellikle terör tehdidinin tamamen ortadan kalkmadığı Irak'ta, düzenli ve geniş tabanlı bir askeri yapının caydırıcılığı artırabileceği görüşünde. 27 yaşındaki üniversite mezunu Eymen Ali, yasa tasarısına destek vererek, "Ordu herkes için ortak bir okul olur. Farklı mezhep ve etnik gruplar bir araya gelir, bu da ülkeyi güçlendirir. Atalarımız da bu şekilde bir yapıda askerlik yaptı." ifadelerini kullandı. Zorunlu askerliğin ülke bileşenleri arasındaki bağı güçlendireceğini düşündüğünü dile getiren Ali, böylece ülkede "ulusal ordu" inşasının de önünün açılacağını kaydetti. Ali, "Bu ulusal ordu, Şii, Sünni, Kürt ve diğer herkesi bir arada tutar. Ramdi'deki, askerliğini Amara'da yapar, Amara'daki başka şehirde yapar. Bu durum işsiz gençlere de fayda sağlar, başka yollara sapmalara izin vermez ve aynı zamanda masrafını da karşılamış olur." değerlendirmesi yaptı. Muhammed Salah ise "İş bulmak zaten zor. Bir de aylarca askerlik yapmak hayatımızı geciktirir." diyerek, ekonomik kaygılara dikkati çekti. Saddam Hüseyin döneminde askerlik yapan Abbas Ahmed, parlamentonun bu konuda ciddi olmadığını savundu. Ahmed, "Vatandaşlar zaten işsizlikten dolayı paralı askerlik yapıyor ve 1 buçuk milyona yakın güvenlik unsurumuz bulunuyor. Silah kullanmayı bilmeyen Iraklı yok zaten. DEAŞ Irak'ı işgal ettiğinde herkes gönüllü olarak çok güzel mücadele etti." değerlendirmesinde bulundu. DEAŞ ile savaşta bir süre gönüllü askerlik yaptığını belirten 32 yaşındaki Ali Hüseyin,"Ülkenin önemli bölümü zaten asker. Zorunlu askerlik yasasına ne gerek var. Devletin o kadar parası varsa işsiz gençlerin atamasını yapsın, neden illa askerlik, 4 çocuğum var, onları ve işimi bırakıp nasıl askerlik yapacağım ki?." diye konuştu. Büyük oğlunu Irak-İran Savaşı'nda kaybetmiş Um Abdullah, "Zorunlu askerlik deyince aklımıza 8 yıl süren Irak-İran savaşı geliyor. Göz bebeğim olan oğlumu o savaşta kaybettim ve acısını hala ilk günkü gibi yaşıyorum. Allah kimseye evlat acısı vermesin. Gençlerimizin yarısı zaten asker. Onlar için hep dua ediyorum." şeklinde konuştu. Irak'ta petrol, enerji alanları ve ekonomik meselelerle ilgili raporları bulunan Eko Irak Gözlemevi Müdürü Ali Naci, yasa tasarısına karşı ekonomik bakış açısını şöyle açıkladı: "Zorunlu askerlik en başta toplumun askerileşmesine yol açar, daha sonra devlete mali anlamda büyük yük olur. Yasa geçerse, oluşacak yeni ordu için askeri teçhizat, karargahlar ve gerekli diğer tesisler inşa etmek gerekecek bu da bütçesinde açığı bulunan ve petrol dışında geliri olmayan Irak için büyük yük ve mali sorun demek. Parlamentoda ortaya atılan tasarıya karşı hükümet de henüz görüşünü belirtmiş değil. Bence bu tasarı geçmez ve parlamento raflarında kalır." Siyasi partiler arasında da söz konusu tasarıya karşı görüş birliği bulunmuyor. Bazı gruplar zorunlu askerliği "ulusal görev" olarak görürken, bazıları da var olan ordu ve güvenlik birimlerinin yanında buna gerek olmadığını savunuyor. Tasarı yasalaşırsa, 18 - 35 yaş arası erkekler için askerlik zorunlu hale gelecek. Hizmet süresinin eğitim seviyesine göre değişeceği uygulamada, askere alınacaklara verilecek maaş, gönüllü askerlerin maaşından daha düşük olacak. Yerel basında, yasanın, erteleme, muafiyet ve bazı durumlarda bedel seçeneklerini de içerdiği yazılıyor. Irak'ta zorunlu askerlik yasa tasarısı daha önce de gündeme gelmiş ve tartışmalara neden olmuştu. Söz konusu tasarı o dönemde rafa kaldırılmıştı.
