Ünal05 Mayıs 2026•Güncelleme: 05 Mayıs 2026AnkaraAA muhabirinin, Ulaştırma ve Altyapı Bakanlığı Bilgi Teknolojileri ve İletişim Kurumunun (BTK) pazar verilerinden yaptığı derlemeye göre ".tr" alan adları yönetimi 1991'den itibaren Orta Doğu Teknik Üniversitesi (ODTÜ) tarafından yapılmaya başlandı. 2008'de çıkarılan 5809 sayılı Elektronik Haberleşme Kanunu ile internet alan adlarının tahsisini yapacak kurum veya kuruluşun tespiti ile alan adı yönetimine ilişkin usul ve esasların Ulaştırma ve Altyapı Bakanlığı tarafından belirlenmesi kararlaştırıldı. Bakanlık tarafından hazırlanan "İnternet Alan Adları Yönetmeliği" 7 Kasım 2010'da Resmi Gazete'de yayımlanarak yürürlüğe girdi. Yönetmelikle ".tr" uzantılı alan adlarının tahsisine ilişkin iş ve işlemlerin yürütülmesi yetkisi ve görevi BTK'ye verildi. Bu görev kapsamında BTK bünyesinde 14 Eylül 2022'de TRABİS faaliyete geçti. TRABİS'in geliştirilmesi kapsamında Resmi Gazete'de 10 Haziran 2023'te İnternet Alan Adları Tebliği'nde Değişiklik Yapılmasına Dair Tebliğ ile alan adları yönetimine dair ihtiyaç duyulan bazı güncellemeler BTK tarafından yapıldı. Kurul kararıyla düzenlenen ".a.tr" yapısındaki alan adlarının ilk tahsis işlemleri ile bu süreçte uygulanacak hususlara ilişkin usul ve esaslar yürürlüğe girdi. Buna göre tahsis işlemlerinde sırasıyla kamu kurum ve kuruluşları ile sermayesinin yarısından fazlası kamuya ait kuruluşların yürürlük tarihinde tahsisli olan alan adlarına öncelik veriliyor. "a.tr" yapısındaki alan adlarına ilişkin işlemlerin ücretleri Kurul tarafından düzenleniyor. Buna göre, "gov.tr, edu.tr, tsk.tr, bel.tr ve k12.tr" için üretilecek alan adları ücretsiz tahsis ediliyor. Türkiye'de TRABİS öncesi dönemde yaklaşık 460 bin aktif alan bulunuyordu. TRABİS'in devreye girdiği 2022 yılından itibaren yapılan tahsislerle toplam aktif alan adı sayısı 1,3 milyona ulaştı. TRABİS kayıtlarında en büyük pay 988 bin 743 ile "com.tr" uzantılı internet sitelerine ait bulunuyor. Bunu 180 bin 62 ile ".tr", 29 bin 974 ile "org.tr", 27 bin 386 ile "net.tr" uzantısına sahip siteler takip ediyor. Ayrıca, ".web", ".av", ".bel", ".edu" gibi çeşitli mesleklere yönelik alan adları da yer alıyor. Söz konusu alan adlarını kullanan internet sitelerinin yüzde 81,2'si Türkiye'de, yüzde 6'sı Almanya'da, yüzde 5,3'ü ABD'de, yüzde 2,1'i Fransa'da, yüzde 1,6'sı Hollanda'da, yüzde 0,9'u Kanada'da, yüzde 0,7'si İngiltere'de ve yüzde 2,2'si diğer ülkelerde barındırılıyor. İnternet Alan Adları Yönetmeliği kapsamında "Uyuşmazlık Çözüm Mekanizması"nın (UÇM) işletilmesine ilişkin usul ve esaslar da BTK tarafından düzenlendi. ".tr" uzantılı alan adlarıyla ilgili uyuşmazlıkların hızlı, etkin ve adil bir şekilde çözüme kavuşturulması için hizmete sunulan TR Alan Adları Uyuşmazlık Çözüm Merkezi, alan adlarının tahsisi, kullanımı veya ihlali nedeniyle ortaya çıkan anlaşmazlıklarda alternatif çözüm yolları sunuyor. Bu kapsamda hizmet veren Bilgi Teknolojileri ve İnternet Güvenliği Derneği (BTİDER), İstanbul Tahkim Merkezi (ISTAC) ve TOBBUYUM Arabuluculuk ve Uyuşmazlık Çözüm Merkezi, mahkemeye gitmeden uyuşmazlıkların çözümünü hedefliyor.
