çevresinde mahsur kalan denizcilerin durumunun büyük bir endişe kaynağı olmaya devam ettiğini ve denizcilerin güvenli tahliyesi için koridor oluşturulması yönünde çalışmaların sürdüğünü belirterek, "Planı hayata geçirme çabaları devam ediyor ancak süregelen anlaşmazlıkların bu planın uygulanmasını engellemesi ve denizcilerin mahsur kalmasına neden olması kabul edilemez." dedi. Dominguez, IMO'nun bugün başlayan ve 22 Mayıs'a kadar sürecek Deniz Güvenliği Komitesi 111'inci Oturumu kapsamında yaptığı konuşmada, Hürmüz Boğazı çevresinde mahsur kalan denizcilerin uzun süredir yüksek riskli bir ortamda sürekli güvenlik tehdidi ve ciddi psikolojik baskı altında olduğunu söyledi. Bu durumun "sivil işgücü için kabul edilemez" bir durum olduğunu dile getiren Dominguez, "İnsani durumun ötesinde, Körfez ve çevresindeki gemilerin hareket edememesi, küresel ticaret, enerji arzı ve ekonomik istikrar için de ciddi sorunlar doğuruyor. Bu durum ne kadar uzun sürerse, riskler de o kadar artıyor." ifadelerini kullandı. Dominguez, seyir özgürlüğüne saygı gösterilmesi ve denizcilerin güvenliğinin sağlanması gerektiğini vurgulayarak, konuşmasını şöyle sürdürdü: "Denizciler ve ticaret gemileri hiçbir zaman jeopolitik gerilimlerin dolaylı kurbanları haline gelmemelidir. Bu ilkeler eyleme dönüştürülmelidir. Bu bağlamda, durum gerektirdiği takdirde denizcilerin güvenli bir şekilde tahliyesi için deniz koridorlarının oluşturulmasını amaçlayan çalışmaları kolaylaştırmak üzere görevlendirildim. Bu plan, uluslararası hukuka ve IMO standartlarına sıkı sıkıya bağlıdır ve ilgili ülkeler tarafından uygulanması amaçlanmaktadır.
