eight-year investigationThe illicit organisation's revenue was estimated to be over £13m ($17m). Alliance for Creativity and Entertainment Share articleAn illegal streaming ringleader has been fined £7.5million ($10.2m) and sentenced to 23 months in prison following the conclusion of an eight-year investigation. The criminal lifestyle of the man nicknamed ‘Dash, The Iranian’ has been laid bare in a Spanish court judgment, which shows how he ran a multi-million pound empire that reaped him sports cars, Rolex watches and luxury real estate. ‘Dash’ — whose real name was redacted in court documents seen by The Athletic — operated primarily from Spain. He was convicted of running an advanced transnational criminal network and was sentenced by a judge at Spain’s Criminal Chamber of the National Court. The Iranian provided thousands of pirated sports and entertainment sites to two million people via domains including IPTVStack and RapidIPTV. The investigation reviewed a five-year period (2015 to 2020) where the illicit organisation’s revenue was estimated to be over £13m ($17m). The man was identified as the leader of a group, alongside four other defendants, that used false identities to register and open financial accounts to launder profits via high value real estate projects, cryptocurrency transactions — involving over 1,000 Bitcoins (equivalent to £55,000 or $74,000) — and had strong financial ties to his homeland of Iran. All five defendants accepted the charges — related to a range of intellectual property and money laundering charges — in exchange for reduced sentences, handed down on April 15. In total, fines and damages payable totalled £17m ($23m). Revenues from the streaming services which included showing Premier League and Champions League matches allowed the Iranian — assisted by his brother, who was mentioned in the judgment but not subject to prosecution — to plan and build a £3.5m ($4.7m) residential complex of five apartments in Tehran. In Spain, he was also able to purchase a £1.5m ($2m) residence in Barcelona, which was one of the properties raided by domestic police in June 2020. During the initial raids on June 3, 2020 — which included support from Europol and live monitoring situation rooms in Brussels and Spain — two Mercedes cars were retrieved: a £150,000 ($200,000) AMG GWagon and £100,000 ($150,000) AMG GT S. Four Rolex watches with a retail value of approximately £45,000 ($60,000) combined, plus laptops, credit cards and large stacks of €100 bills stuffed under mattresses were also found. In total, 15 premises were searched, with 11 people arrested in four different countries (four in Spain, one in Germany, three in Sweden, three in Denmark) with 16 others interrogated for their possible involvement in the global operation. In one of the properties — thought to be the luxury apartment in Barcelona — an F1-style bucket gaming chair complete with pedals was set up in front of a wide-screen TV. The streaming business was split into two departments: technical and financial/commercial. The technical branch — partly based in Iran — was dedicated to capturing legitimate feeds and decoding, maintaining and redistributing them to complex network of servers in over ten countries. The financial and commercial branch — mainly run through Spain — created front companies, moved funds, issued cover invoices and distributed the money to conceal the illicit origin of the money. Utilising multiple shell companies — including in Belize and Spain — the Internet Protocol (IP) TV operation also used the Hawala and Sarraf informal value transfer system, primarily used in the MENA region as a parallel banking network. The global movement of funds included payments to Luxembourg, while false addresses were also used in Dubai. The company was also set up as a franchise, allowing resellers to run and profit from their own IPTV services via the main network. Despite the known funding to projects in Iran, no direct links to state operations in the country were formally established. Eurojust — the European Union Agency for Criminal Justice Cooperation based in The Hague, Netherlands — issued investigation orders to 14 nations including the U.S., Canada and the UK during the investigation. Jose Luis Gomez Pidal, Chief Inspector of the Spanish National Police, called the convictions “a landmark ruling against one of the largest international criminal organisations dedicated to audiovisual piracy.” He called the investigation “groundbreaking in exposing the inner workings” of illegal streamers. La Liga — one of the big leagues battling piracy and a key stakeholder in the operation — celebrated the case’s conclusion with President Javier Tebas calling fraud “a scourge that threatens the survival of an industry that is fundamental to the European economy.” He added that “piracy must be fought forcefully at every level, especially against the organisations and mafias behind it.” In 2025, The Athletic carried out an investigation — The Underground World of Illegal Streaming — which outlined how the culture of illegal streaming has grown while highlighting the criminal background and crisis its rise presents to the structures of football. A subsequent survey found 47 per cent of more than 5,000 subscribers said they watch football via illegal streams. The Alliance for Creativity and Entertainment (ACE) – which represents over 50 global media companies and rights holders including MediaPro and Telefonica (Spain), Sky (UK), EGEDA (Latin America), NAGRA (Germany) – led the collaboration.
