İletişim Başkanı Duran, panelin açılışında yaptığı konuşmada, insanlık tarihinin en büyük ve en hızlı dönüşümlerinden birine tanık olunduğunu, bilgiye erişimin kolaylaştığı, iletişimin saniyeler içinde küresel boyutlara ulaştığı, sınırların anlamını yitirdiği bir dönemin tecrübe edildiğini söyledi. Dijital dünyanın artık hayatın ayrılmaz parçası olduğunu belirten Duran, bugün iş hayatından eğitime, kamu hizmetlerinden aile içi iletişime kadar hayatın hemen her alanının dijital imkanlarla şekillendiğine işaret etti. Duran, internet, sosyal medya, yapay zeka, çevrim içi platformlar ve mobil uygulamaların sağladığı kolaylıklardan istifade edildiğini ancak her büyük imkanın beraberinde büyük bir sorumluluk da getirdiğinin unutulmaması gerektiğini vurguladı. Dijital çağın, sunduğu fırsatların yanında yeni tehditleri ve ciddi meydan okumaları da içinde barındırdığına dikkati çeken Duran, şöyle konuştu: "Siber saldırılar, kişisel verilerin kötüye kullanılması, dezenformasyon, manipülasyon, dijital bağımlılık, dijital dolandırıcılık, çevrim içi zorbalık ve bunun gibi daha birçok tehdidi sayabiliriz. Elbette bu tehditler, kamu kurumlarını, medya kuruluşlarını, dijital platformları, aileleri ve toplumun tamamını ilgilendiren önemli birer güvenlik meselesidir. Özellikle bilgi kirliliği ve dezenformasyon, bugün toplumların huzurunu, birlik duygusunu ve ortak aklını hedef alan en sinsi tehlikelerdendir. Gerçek ile yalanın iç içe geçtiği, doğru bilginin hızla itibarsızlaştırılabildiği bir ortamda hakikatin kendisini bulmak, onu gözetlemek hepimizin ortak sorumluluğudur. İletişim Başkanlığı olarak bizim temel hedefimiz de hakikat ve adalet merkezli bir iletişim ekosistemini tesis etmektir. Elimizdeki her türlü imkanla dezenformasyona karşı mücadele ediyor ve epistemolojik zehirlenmenin önüne geçiyoruz. Doğru bilgiyi kamuoyuyla yerinde ve zamanında paylaşıyor, sağlıklı bir iletişim ortamının oluşmasına katkı sağlıyoruz." Bu kapsamdaki son çalışmada, yapay zeka teknolojileriyle büyüyen dezenformasyon ve sahte içerik tehditlerine karşı kamu kurumlarının web sitelerini, büyük dil modelleri için okunabilir duruma getirdiklerini kaydeden Duran, böylelikle yapay zeka araçları tarafından sahte, yalan veya yanlış bilgilerin değil, doğruların, teyitli bilgilerin referans alınmasına katkı sağladıklarını bildirdi. Duran, dijital dünyanın en hassas başlıklarından birinin, çocuk ve gençler olduğuna dikkati çekerek, şöyle devam etti: "Her şeyden önce şu hususa dikkatlerinizi çekmek isterim, bugünün çocukları ve gençleri, dijital dünyanın içine doğuyorlar. İnternet, sosyal medya, video platformları ve çevrim içi oyunlar onların günlük hayatının doğal bir parçası. Bu mecralar doğru kullanıldığında öğrenmeyi destekleyen, bilgiye erişimi kolaylaştıran ve dünyayla iletişim kurmayı sağlayan çok önemli araçlardır. Fakat kontrolsüz ve bilinçsiz kullanıldığında ciddi risklerin ortaya çıkması kaçınılmaz hale gelmektedir. Siber zorbalık, dijital bağımlılık, şiddet, uygunsuz görüntüler, sahte hesaplar, kişisel verilerin kötüye kullanılması ve manipülatif içerikler karşısında çocuklar ve gençler savunmasız kalabiliyor. Çünkü bir çocuğun ya da gencin ekran başında geçirdiği zaman, sadece bir oyalanma hali olarak görülemez. Karşısında durduğu ekran, onun düşünce dünyasına, duygularına, davranışlarına, arkadaşlık ilişkilerine ve hayatı algılama biçimine doğrudan etki etmektedir. Dijital ortamda maruz kalınan bir zorbalık, gerçek hayatta yerini derin bir yalnızlığa, hatta anlamsızlığa bırakabilmektedir. Ne yazık ki bunun son örneklerinden birini Kahramanmaraş'ta gördük. Sürekli beğenilme ve onaylanma ihtiyacı, gençlerimizin öz güvenine, şiddet içerikleri ise merhamet duygusuna saldırmaktadır. Kontrolsüz ekran kullanımı, aile bağlarını, sosyal ilişkileri ve gerçek hayatla kurulan teması olumsuz etkilemektedir. Tüm bu nedenlerle siber dünyanın türlü tehlikelerin kol gezdiği bir anarşi ortamı haline gelmesine göz yumamayız. Bu meseleler, açık bir şekilde milli güvenlik ve beka meselesidir." Çocuk ve gençleri dijital dünyanın risklerine karşı korumayı amaçlayan yasal düzenlemenin kısa süre önce Meclis'ten geçtiğini anımsatan Duran, bu yasanın, 15 yaş altı çocukların sosyal medya platformlarına erişimini düzenlediğini, 15-18 yaş arası gençler için de yaşa uygun koruma ve ebeveyn destek mekanizmaları öngördüğünü ifade etti. Düzenlemenin, dijital platformları, kullanım sürelerini sınırlandırma ve hesapları yönetme gibi kontrol mekanizmalarını oluşturmakla yükümlü kıldığını aktaran Duran, aynı zamanda yaşa göre oyunları derecelendirme yükümlülüğünün de getirildiğini bildirdi. Duran, bunun ihlal edilmesi durumunda oyun platformlarına ciddi yaptırımlar öngörüldüğünü belirterek, "Devletimiz, yeni koşullara uygun bu tür yasal düzenlemelerle çocuklarımızı ve gençlerimizi risklere karşı korumanın mücadelesini veriyor. Bu noktada Milli Eğitim Bakanlığımızın hayata geçirdiği Türkiye Yüzyılı Maarif Modeli'ni de anmak isterim. Bu model, dijital okuryazarlığı artırdığı gibi aynı zamanda her türlü bilgiye erişirken bu tür risklerden korumayı amaçlamaktadır. Çocuklarımıza çok boyutlu yetkinlikleri kazandırırken bu tür risklerden de korumaktadır. Burada amaç, çocuklarımızın yalnızca bilgiye ulaşabilen değil aynı zamanda ulaştığı bu bilgiyi okuyabilen, analiz edebilen ve sağlıklı yorumlayabilen bireyler olarak yetişmelerini sağlamaktır." ifadelerini kullandı. Bu noktada vatandaş ve ebeveynlerin, üzerlerine düşen sorumlulukları üstlenmeleri ve kendilerine bazı sorular sormaları gerektiğini kaydeden Duran, konuşmasını şöyle sürdürdü: "Çocuklarımızın ve gençlerimizin dijital dünyada nerede durduğunu gerçekten biliyor muyuz? Hangi platformları kullanıyorlar? Kimlerle iletişim kuruyorlar? Hangi içeriklere maruz kalıyorlar? Bunun sonuçları nelerdir? Bu mecralarda maruz kaldıkları, gördükleri karşısında neler hissediyorlar? Bu soruların artık her ailenin, her okulun ve her kurumun ciddiyetle üzerinde durması gereken sorular olduğu düşüncesindeyim. Çünkü dijital dünyada çocuklarımızı korumanın yolu, onları bilinçli, dengeli, güvenli ve sorumlu bir dijital kullanım kültürüyle buluşturabilmektir. Bunun sorumluluğundan ne aileler ne eğitim kurumlarımız ne de toplumun diğer unsurları, hiçbirimiz kaçamayız. Bunun için yapılması gereken şeylerin başında, aile içi iletişimin güçlendirilmesi geliyor. Çocuklarımız ve gençlerimiz, dijital dünyada karşılaştıkları bir tehdidi, bir zorbalığı, bir yanlış içeriği aileleriyle rahatlıkla paylaşabilmelidir. Takip ve denetim elbette önemlidir ancak bu denetimin baskı diliyle değil, birlikte güven içerisinde olması gerekir. Çocuklarımız bizden korktukları için susmamalı, bize güvendikleri için konuşmalıdır. Bağımlılığa, dikkat dağınıklığına, uyku düzensizliğine, sosyal kopuşa yol açan kontrolsüz ekran kullanımının önüne geçmek nasıl elzemse dijital okuryazarlığı güçlendirmek de o derece elzemdir. Çocuklarımızı dijital dünyadan koparamayız. O halde yapılması gereken, gördükleri her bilginin doğru, her hesabın güvenilir, her paylaşımın masum olmadığını öğretmek durumundayız. Bu, tabii ki onların doğru bilgiyi yanlış bilgiden ayırt edebilecekleri bir farkındalık sahibi olmalarıyla mümkündür. Şu hususu hatırda tutmak çok önemlidir, anlam, aidiyet ve hedef duygusu güçlü olan bir genç, dijital dünyanın zararlı etkilerine karşı dirençli olur." Ailenin, çocuğun ilk güven alanı olduğunu belirten Duran, sevgi, merhamet, sorumluluk, saygı ve ölçülü davranışın ailede öğrenildiğini söyledi. Duran, bugün dijital tehditlere karşı en güçlü koruyucu kalkanın da yine aile olduğuna işaret ederek, "Çocuğuyla konuşan, onu dinleyen, ona zaman ayıran, onun dijital dünyasını tanıyan aileler, elbette çocuklarını dijital tehlikelerden daha iyi koruyabilirler. Bağın zayıfladığı noktada ekran güçlenir. Ailenin sustuğu yerde algoritmalar konuşur. Ekranların ışıltısı çocuklarımızın gözlerini kamaştırabilir. Fakat biz biliyoruz ki çocuklarımızın yolunu aydınlatacak gerçek ışık, ailelerinin sevgisinden, öğretmenlerinin rehberliğinden geçer, toplumun sorumluluğundan ve değerlerimizin gücünden beslenir. Çocuklarımız ve gençlerimiz, dijital dünyada edilgen ve tüketici bir rolde sıkışıp kalmamalıdır. Hatta aksine her biri doğruyu arayan, bilgiyi sorgulayan, mahremiyetin sınırlarını bilen ve buna uygun olarak da başkalarının hakkına saygı duyan ve faydalı içerikler üretebilen nesillerden, şahsiyetlerden bahsediyoruz." şeklinde konuştu. İletişim Başkanlığı olarak, teknolojik ilerlemenin getirdiği yeni sınamalara karşı milletin ve ülkenin direncini maksimum seviyeye çıkarmayı amaçladıklarını bildiren Duran, medeniyet değerlerini, tarihi birikimi geleceğe taşırken, teknolojinin imkanlarından sonuna kadar faydalandıklarını ve faydalanmaya devam edeceklerini anlattı. Ben inanıyorum ki medeniyetin ileriye taşınması için gereken filizler, bu topraklarda yetişmektedir. Çocuklarımızın ve gençlerimizin bunu gerçekleştireceğinden hiçbir şüphem yoktur." Güvenli, güçlü ve bilinçli bir toplum inşa etme yolunda hep birlikte çalışmayı sürdüreceklerini vurgulayan Duran, panelin bu alanda yeni açılımlar sağlaması temennisinde bulundu.
