Kalkınma Planı ve 2024-2028 İstanbul Bölge Planı ile uyumlu olarak, imalat sanayisinde yeşil ve dijital dönüşüm yoluyla rekabet gücü ve verimliliği artırarak yüksek katma değerli üretime geçişi hedeflediğini ve bu doğrultuda sürdürülebilir arayüz yapılarının kurulmasını önceliklendirdiğini belirtti. İkiz Dönüşüm Mali Destek Programı kapsamında 12 projenin destek almaya hak kazandığını ifade eden Taşkent, bu projelerin toplam bütçesinin 173 milyon lira, Ajans tarafından sağlanacak destek miktarının ise 150 milyon lira olduğunu dile getirdi. Taşkent, ikiz dönüşümün, üretim süreçlerinde yapay zeka, robotik ve büyük veri gibi dijital teknolojiler kullanılarak enerji ve kaynak tüketiminin (su, ham madde) en aza indirilmesi ve karbon emisyonunun azaltılması olarak tanımlanabileceğini belirterek, İkiz Dönüşüm Mali Destek Programı ile yeşil ve dijital dönüşüm süreçlerinde işletmelere rehberlik ve teknik hizmet sunacak arayüz yapılarının oluşturulmasının amaçlandığını ifade etti. Taşkent, beklenen temel çıktılar ve başarı göstergeleri arasında desteklenecek projeler ile yeşil dönüşüm merkezleri, sektörel ara yüzler ve laboratuvarlar gibi kurumsal altyapıların kurulmasının hedeflendiğini, projelerin uygulama sürecinde ise yeşil yakalı iş gücünün yetiştirilmesi veya mevcut iş gücünün dönüştürülmesi, dijital ve yeşil olgunluk analizleri ve yol haritaları yapılması, karbon ayak izi ölçümleri, yaşam döngüsü analizleri, finansmana erişimin sağlanması gibi çıktıların elde edileceğini anlattı. İSTKA Genel Sekreteri Taşkent, sözlerini şöyle sürdürdü: "Büyük şirketlerin, nitelikli iş gücü istihdamı, yönetim danışmanlığı hizmeti almaları ve finansmana erişim çalışmaları dikkate alındığında ikiz dönüşüm çalışmalarına daha çok önem verdiği görülmektedir. KOBİ'lerin iş gücünün kapasitesinin artırılması, dijital ve yeşil dönüşüm konusunda yönetim danışmanlığı verilmesi ve finansman imkanlarına erişiminin sağlanmasıyla bu dönüşümde yer almaları mümkün olabilecektir. Tasarladığımız program kapsamında mali destek almaya hak kazanan projeler bu amaca hizmet etmektedir." İkiz Dönüşüm Mali Destek Programı'na dahil olan şirketlerin verimlilik, ihracat, rekabet durumlarına yönelik Taşkent, "Program kapsamında desteklenen projelerle ulaşılan işletmeler ikiz dönüşüm çalışmalarına başlayarak çalışanlarının niteliğinin artırılması, üretim süreçlerinde verimlilik, karbon emisyonunun azaltılmasına yönelik faaliyetleri ve dönüşüm için gerekli finansmana erişim gibi konularda kazanımlar elde edecek. Bütün bu çalışmalar işletmelerin rekabet edebilirliğini artıracaktır." değerlendirmesinde bulundu. Taşkent, araştırmaların KOBİ'lerin yeşil dönüşümde dijital dönüşüme kıyasla çok daha fazla zorlandığını ve bu alanda henüz başlangıç seviyesinde kaldıklarını gösterdiğini belirterek, bunun temel nedenleri arasında farkındalık, mali kapasite, yeşil becerilere sahip iş gücü sayısı gibi hususlarda yaşanan eksiklerin yer aldığını söyledi. İkiz Dönüşüm Mali Destek Programı kapsamında İSTKA tarafından desteklenen projeler aracılığıyla firmalara ikiz dönüşüme yönelik teknik rehberlik, eğitim ve danışmanlık hizmetleri sunulacağını belirten Taşkent, şunları ifade etti: "Dijital/yeşil dönüşüm olgunluk analizi, karbon ayak izi ölçümü, yaşam döngüsü analizi (LCA) ve temiz üretim gibi konularda teknik uzmanlık sağlanacak, her firmaya özel stratejik yol haritaları hazırlanacaktır. Ayrıca, 'yeşil yakalı' iş gücü yetiştirilmesine yönelik eğitim programları, teknoloji üreticileri ile kullanıcıların eşleştirilmesi, test ve analiz altyapılarının kullandırılması ile finansmana erişim danışmanlığı gibi katma değerli hizmetlerle işletmelerin uygulama aşamasındaki teknik ihtiyaçlarının bütüncül bir şekilde karşılanması hedeflenmektedir." Taşkent, ikiz dönüşüm için gerekli olan yatırım maliyetlerinin özellikle işletmelerin finansmana erişim becerilerini geliştirecek danışmanlık hizmetleriyle belirli ölçüde karşılanabileceğini dile getirerek, ulusal ölçekte dijital ve yeşil dönüşüme yönelik birçok hibe ve teşvik mekanizmasının halihazırda aktif olarak bulunduğunu, program kapsamında destekledikleri arayüz yapılarının işletmelerin bahse konu ulusal hibe ve teşviklere erişimini artıracak danışmanlık hizmetleri sunacağını söyledi. "İkiz dönüşüme yönelik yatırımlar, uzun vadede üretim süreçlerini dijital ve yeşil teknolojilerle dönüştürerek verimliliği artıracak ve şirket maliyetlerinin somut bir şekilde düşmesini sağlayacaktır. Başlangıçtaki yüksek yatırım miktarlarına rağmen dijitalleşme ve yeşil teknolojilerin entegrasyonuyla elde edilen kaynak verimliliği firmaları Sınırda Karbon Düzenleme Mekanizması gibi uluslararası yaptırımlardan kaynaklanabilecek mali risklere karşı da koruyacaktır. İşletmelerin dijital ve yeşil dönüşüm sürecinde en önemli hususlardan birisi de yatırımın geri dönüş süresidir. İşletmelere yönelik hazırlanacak yol haritalarında bu husus üzerinde önemle durularak, işletmelere yatırım yapmadan önce gerekli fizibilite çalışmalarını yapmaları ve yatırım planlamalarını buna göre gerçekleştirmeleri noktasında yönlendirme yapılacaktır." İkiz dönüşümün Türkiye ekonomisine ve ihracatına etkisine değinen Taşkent, "İstanbul'da yer alan imalat sanayisinin, özellikle kendi tedarik zincirleriyle birlikte dönüşmesi ve mevcut ihracat kapasitesini koruması ve artırması bölgemiz için büyük öneme sahiptir. Avrupa Yeşil Mutabakatı ve Sınırda Karbon Düzenleme Mekanizması ile AB'ye ihraç edilen ürünlerde karbon ayak izinin maliyet oluşturacak olması, bu dönüşümü pazar payını korumak için zorunluluk haline getirmektedir. Programdaki temel amaçlarımızdan birisi de zaten işletmelerin rekabet edebilirliğini artırmak olup dijital ve yeşil dönüşüme yönelik işletmelerin yapacağı çalışmalar önemli kazanımlar sağlayacaktır." diye konuştu.
