düzenlenen etkinlikte, küresel enerji piyasasındaki gelişmelere ilişkin değerlendirmelerde bulundu. Orta Doğu'da çatışmaların başlamasının ardından Hürmüz Boğazı'nın kapanmasıyla enerji akışında yaşanan aksamaya değinen Birol, bunun "tarihteki en büyük enerji güvenliği tehdidi" olduğunu kaydetti. Birol, son dönemde yaşananları tarihteki enerji krizleriyle kıyaslayarak, 1973 ve 1979'da yaşanan petrol krizlerinden günlük yaklaşık 5'er milyon varil arz kaybı yaşandığını, bu krizlerin birçok ülkede resesyona, yüksek enflasyona ve bazı gelişmekte olan ülkelerde borç sorunlarına yol açtığını anlattı. Mevcut durumda ise günlük arz kaybının 13 milyon varile ulaştığını belirten Birol, bu kaybın geçmiş krizlerin üzerinde olduğuna dikkati çekti. Birol, enerji altyapılarında meydana gelen hasara da işaret ederek, yarın her şey normale dönse ve sorunlar çözüme kavuşsa bile toparlanmanın zaman alacağını vurguladı. Petrol fiyatlarının yükseldiğini ancak "sorunun ciddiyetini yansıtmadığını" belirten Birol, piyasa algısı ile sahadaki gerçekler arasında "kopukluk" olduğu görüşüne katıldığını ifade etti. Birol, "Ancak yakında bu ikisinin birbirine yakınsadığını göreceğimizi düşünüyorum ki bu durum küresel ekonomi açısından son derece hassas bir konu." dedi. IEA üye ülkelerinin mart ayında 400 milyon varille kurumun tarihindeki en yüksek miktarda stratejik petrol rezerv miktarını piyasaya sürme kararına da değinen Birol, söz konusu adımın hem piyasaya sunulan petrol miktarı hem de uygulama hızı açısından "rekor" niteliği taşıdığını belirtti. Birol, enerji altyapısında meydana gelen hasarın boyutuna dikkati çekerek, bugün itibarıyla petrol sahaları, gaz sahaları, rafineriler ve terminaller dahil olmak üzere 80'den fazla tesisin zarar gördüğünü, bunların üçte birinden fazlasının ağır ve çok ağır hasarlı olduğunu aktardı. Söz konusu hasarın onarılmasına ilişkin sürecin ülkeden ülkeye değişeceğini belirten Birol, mali güce sahip olmayan ülkelerde bu sürecin daha da uzun süreceğini ifade etti.
