Blackpool Council has welcomed the rejection of an appeal against plans for two major rides at the iconic South Pier, while the pier’s owners say they remain committed to finding ways to secure its future.

The Planning Inspectorate dismissed an appeal by Blackpool Pier Company after Blackpool Council twice refused planning permission for a 77-metre Star Flyer and an 11.75-metre Log Flume to be installed on either side of South Pier.


The company had argued revenue generated by the attractions would be vital to funding the extensive repairs and maintenance required to preserve Blackpool’s historic piers.

However, planning inspector Paul Freer concluded the visual and heritage harm caused by the proposed rides would outweigh their potential economic benefits.



Particular concerns were raised about the scale of the Star Flyer, which would have stood at 77 metres (252.62 feet) – around 12 metres taller than Blackpool’s Big One.

The inspector found the design, height, mass and scale of the attractions would be “unduly visually intrusive” and could dominate the surrounding area.

He also concluded the rides would damage the open character of the promenade and views across the coastline.

The proposed attractions were also considered to have an impact on Blackpool’s distinctive seafront skyline and heritage assets, including Blackpool Tower and the Big One.

Mark Smith, councillor for economy, said protecting the promenade and the town’s heritage was a priority.

“The promenade is one of Blackpool’s greatest assets, offering stunning views and versatile open space for residents and tourists to enjoy,” he said.

He added the council recognised the importance of the town’s three Victorian piers and the need for them to develop attractions capable of generating income and supporting year-round tourism.

However, he said the proposed rides were not appropriate because of their scale and appearance.

The council said the inspector’s decision validated its planning position, and confirmed the proposed developments would have harmed the seafront and South Pier’s heritage value.

Blackpool Pier Company expressed disappointment with the outcome but welcomed what it described as a “fair, thorough and professionally inquisitive assessment” of the challenges facing the town’s historic piers.

The company said the inspector had recognised the “significant financial and practical challenges” involved in maintaining the structures and acknowledged the difficulties in securing sufficient funding for essential repairs.

It also said the decision highlighted concerns about the consistency of some previous council planning decisions, which it would now review.

The company accepted aspects of its proposals could be changed and improved, while stressing that some of the financial and policy challenges were beyond its direct control.

It said a detailed assessment had been carried out into the maintenance requirements and costs facing the piers, with the level of investment needed described as substantial.

The Blackpool Pier Company said it would now consider the inspector’s decision, engage with stakeholders and explore alternative proposals.

Both sides have indicated the future of South Pier remains a priority, despite differences over how new attractions and investment should be balanced against the protection of Blackpool’s iconic seafront.
