ekonomide enerji, ticaret ve finans kanalları üzerindeki baskıyı hızla artırdığını değerlendiriyor. Kurumun mart ayında yayımladığı Orta Doğu değerlendirmesini güncelleyerek, Hürmüz kaynaklı sarsıntıların küresel bir kalkınma riskine dönüştüğü uyarısında bulunduğu belirtildi. UNCTAD verilerine göre, dünyanın en kritik deniz güzergahlarından biri olan Hürmüz Boğazı’ndaki gemi geçişleri mart başından bu yana yüzde 95 geriledi. Küresel deniz yoluyla yapılan petrol ticaretinin dörtte birini ve dünya gübre ihtiyacının önemli bir kısmını taşıyan bu hattaki aksama, enerji fiyatlarının yanı sıra nakliye ücretleri ve savaş riski sigorta primlerinde de keskin artışlara yol açtı. Krizin çok boyutlu etkilerini izlemek amacıyla UNCTAD, “Hürmüz Boğazı İzleme Paneli”ni hayata geçirirken, bu platform deniz taşımacılığı, gıda, enerji ve finans göstergelerini düzenli olarak güncelleyerek mevcut şokun gelişimini takip edecek. Kurum, bu platformla krizin geçmişteki Kovid-19 ve Ukrayna savaşı gibi küresel sarsıntılarla kıyaslanmasına da olanak sağlayacak. UNCTAD, gerilim bugün sona erse dahi bazı kalıcı hasarların kaçınılmaz olduğunu da vurguluyor. Dünya petrol ticaretinin yaklaşık yüzde 20’sinin geçtiği bu stratejik su yolundaki belirsizlik, ekonomi yönetimleri ve uzmanlar tarafından üç temel senaryo üzerinden takip ediliyor. Süveyş Kanalı’nda 2021’de yaşanan “Ever Given” kazasında olduğu gibi, krizin diplomasi yoluyla hızla çözülmesi durumunda piyasalarda anında rahatlama bekleniyor. Bu senaryoda, borsaların kayıplarını hızla telafi edeceği ve akaryakıt fiyatlarının birkaç hafta içinde normal seviyelerine döneceği öngörülüyor. Ancak uzmanlar, olası bir çatışmada İran’ın petrol altyapısının zarar görmesi durumunda iyileşme sürecinin sekteye uğrayabileceği konusunda uyarıyor. Kızıldeniz’deki Husi saldırılarına benzer şekilde trafiğin uzun süre aksaması, risk priminin fiyatlara kalıcı olarak yansımasına neden olabilir. Hürmüz Boğazı’nın, Kızıldeniz’in aksine “baypas” edilebilecek güçlü bir alternatifinin bulunmaması, bu modeli küresel ekonomi için daha riskli hale getiriyor. Suudi Arabistan’ın mevcut boru hatlarının, deniz yolu kapasitesini ikame etmekte yetersiz kalması bu endişeyi tetikliyor. Krizin Rusya-Ukrayna savaşı gibi yıllara yayılması, en karamsar senaryo olarak değerlendiriliyor. Avrupa’nın Rusya’ya yönelik yaptırımlar sonrası Körfez petrolüne artan bağımlılığı, Hürmüz’deki olası bir ablukayı Ukrayna savaşından daha yıkıcı hale getirebilir. Bu durumun enerji fiyatlarında kalıcı yükselişe, sanayi üretiminde maliyet krizine ve küresel arz sözleşmelerinin tamamen yeniden yazılmasına yol açabileceği belirtiliyor. Orta Doğu’daki gerilim bugün sona erse dahi, küresel ekonomi için bazı kalıcı hasarlar kaçınılmaz görünüyor. Körfez kaynaklı gübre teslimatlarındaki aksamaların, mevsimsel üretim döngüsü nedeniyle tarımsal verimliliği bir yıl boyunca etkilemesi bekleniyor. Katar’da doğal gaz üretimiyle elde edilen ve çip endüstrisi için kritik öneme sahip olan asil gazların (neon, kripton, ksenon) sevkiyatındaki kesintiler, yapay zeka çiplerinin küresel arzını ciddi şekilde sekteye uğratabilir. Bu gazlar özellikle litografi ve yarı iletken üretim süreçlerinde kullanılıyor. Analistler, gerilimin düşmesi halinde borsaların neredeyse anında, akaryakıt istasyonlarının ise birkaç gün içinde rahatlayacağını öngörürken, krizin yapısal bir hal alması durumunda küresel teknoloji ve gıda arzının ağır darbe alacağını vurguluyor. Asya piyasaları analisti Sadi Kaymaz, AA muhabirine yaptığı değerlendirmede, Hürmüz Boğazı’nda tırmanan krizin enerji sektörünün ötesine geçerek kritik alanlarda ciddi tedarik kayıplarına yol açtığını vurguladı. Kaymaz, özellikle küresel tarımsal üretim için hayati öneme sahip olan üre ve gübre piyasasında büyük bir darboğaz yaşandığına dikkati çekti. Küresel üre ticaretinin yüzde 45’inin Basra Körfezi’ndeki üreticiler tarafından karşılandığını hatırlatan Kaymaz, “Bölgedeki çatışmalar nedeniyle bu üretimin yarısından fazlası tamamen devre dışı kalmış durumda. Üretimi sürdüren tesisler ise Hürmüz Boğazı’ndaki abluka sebebiyle ürünlerini dünya pazarlarına ulaştıramıyor. Şu an itibarıyla Körfez’de çok yüksek miktarda ürün mahsur kalmış vaziyette.” değerlendirmesinde bulundu. Çatışmaların başlangıcından bu yana boğazdan yalnızca 11 gübre yüklü geminin geçebildiğini belirten Kaymaz, “Geçiş yapabilen gemilerin sadece 4’ü üre taşıyordu. Halihazırda Körfez’de, yarısı üre yüklü olmak üzere toplam 44 gübre gemisi mahsur kalmış durumda. Öte yandan, azot tesislerini yeniden faaliyete geçirmek teknik olarak oldukça güç. Savaş sona erse dahi, kapasitenin eski seviyesine ulaşması ciddi bir zaman alacaktır.” ifadelerini kullandı. Küresel arzı daraltan bir diğer kritik unsurun Çin’in dış ticaret politikası olduğunu ifade eden Kaymaz, üre arzındaki daralma ve tırmanan fiyatlar nedeniyle Çin’in gübre ihracatını büyük oranda durdurduğunu belirtti.
