مطمئناً إلى حد كبير. فوفق أحدث تقرير صادر عن مؤتمر الأمم المتحدة للتجارة والتنمية (الأونكتاد)، يحتل المغرب موقعاً متقدماً ضمن الاقتصادات الإفريقية الأكثر صلابة، بحصوله على 47,1 نقطة في مؤشر القدرات الإنتاجية، ليأتي مباشرة خلف جنوب إفريقيا، وبفارق طفيف عن تونس. غير أن هذه الصورة العامة، حين تُفكك إلى مكوناتها التفصيلية، تكشف عن مفارقة لافتة: اقتصاد يتحرك بسرعة في بعض المجالات، لكنه ما يزال مثقلاً بعوائق بنيوية في مجالات حاسمة. المؤشر، الذي يعتمد على 43 معياراً موزعة على ثمانية محاور أساسية، لا يكتفي بقياس النمو التقليدي، بل يحاول فهم القدرة الحقيقية للدول على الإنتاج والتحول والتنافس. وفي هذا السياق، يبرز المغرب كاقتصاد يشهد دينامية تحول هيكلي واضحة، حيث سجل 57,8 نقطة في هذا المجال، وهو أعلى مؤشر ضمن مكوناته، ما يعكس انتقالاً تدريجياً من اقتصاد يعتمد على الفلاحة إلى اقتصاد أكثر تنوعاً يشمل الصناعة والخدمات. كما يظهر أن قطاع التكنولوجيا والاتصال يشكل إحدى نقاط القوة البارزة، إذ بلغ 57,5 نقطة، وهو ما يعكس تسارع رقمنة الاقتصاد المغربي وتوسع استخدام الحلول التكنولوجية في قطاعات متعددة. كذلك، يسجل القطاع الصناعي، خاصة في مجالات مثل السيارات والطيران، تقدماً ملموساً، يؤكد أن المغرب نجح في ترسيخ جزء من منظومته الإنتاجية داخل سلاسل القيمة العالمية. لكن هذا التقدم لا يخفي التباينات الداخلية الحادة. فحين يتعلق الأمر برأس المال البشري، يتراجع المؤشر إلى 46,5 نقطة، وهو ما يشير إلى فجوة في التكوين والمهارات مقارنة بمتطلبات الاقتصاد الجديد. هذه الفجوة تصبح أكثر وضوحاً عند مقارنة المغرب بجيرانه، حيث تتقدم تونس في هذا المجال، ما يعكس تراكمات طويلة في الاستثمار في التعليم والتكوين. الأمر نفسه يتكرر في جانب البنية التحتية للنقل، حيث يسجل المغرب 32,8 نقطة فقط، وهو من أضعف المؤشرات على الإطلاق. هذا الرقم، وفق خبراء التنمية، لا يعكس فقط ضعفاً في الشبكات اللوجستية، بل يكشف أيضاً عن كلفة اقتصادية غير مرئية تؤثر على تنافسية المنتجات المغربية، سواء في السوق الداخلية أو في التصدير. فضعف الربط بين المناطق الصناعية والموانئ، أو بين المدن الداخلية ومراكز الإنتاج، يحدّ من فعالية أي نمو صناعي مهما كان متقدماً. في المقابل، يبقى القطاع الخاص في موقع متوسط بقيمة 47,4 نقطة، ما يعكس حيوية نسبية في المبادرة الاقتصادية، لكنها تظل مقيدة بعوامل بنيوية، أبرزها نقص الكفاءات وصعوبات النقل. أما المؤسسات، فتسجل 49,4 نقطة، وهو مستوى يعكس استقراراً نسبياً في الإطار التنظيمي، دون أن يصل إلى درجات النجاعة التي تميز الاقتصادات المتقدمة. من جهة أخرى، يثير مؤشر رأس المال الطبيعي (40,1 نقطة) الانتباه إلى تحديات مرتبطة بالموارد، خصوصاً الماء والبيئة، في سياق يتسم بتزايد الضغط المناخي. وهو ما يجعل الاستدامة الاقتصادية رهينة بقدرة المغرب على إعادة التفكير في نمط استغلال موارده الطبيعية، وليس فقط توسيع إنتاجه الصناعي. المفارقة الأساسية التي يكشفها هذا المؤشر هي أن المغرب لم يعد يعاني من غياب النمو أو الاستثمار، بل من اختلال في توزيع القدرات الإنتاجية. فبينما تتقدم بعض القطاعات بسرعة، تتأخر أخرى بشكل قد يهدد التوازن العام للنموذج التنموي. بمعنى آخر، الاقتصاد المغربي لم يعد اقتصاد نقص شامل، بل اقتصاد تفاوتات داخلية. هذا الوضع يفرض، وفق قراءة التقرير، الانتقال من منطق النمو الكلي إلى منطق الإصلاحات الموجهة. فرفع الناتج الداخلي الخام لم يعد كافياً إذا لم يواكبه تطوير متوازن للبنية التحتية، وتحسين جودة التعليم والتكوين، وتعزيز الربط اللوجستي بين مختلف مكونات الاقتصاد. على المستوى العالمي، يضع التقرير هذه الفجوات في سياق أوسع، حيث تشير بيانات الأونكتاد إلى أن الفجوة بين الاقتصادات المتقدمة والنامية ما تزال كبيرة، رغم بعض التحسن في مؤشرات الرقمنة. كما أن جائحة كوفيد-19 أظهرت حدود الاعتماد على النمو وحده، وأبرزت أهمية ما تسميه المنظمة بـ”القدرات الإنتاجية” كشرط أساسي للتنمية المستدامة. في ضوء هذه المعطيات، يبدو أن المغرب يقف اليوم أمام مرحلة دقيقة: مرحلة اقتصاد بدأ يتحول فعلاً، لكنه لم يحسم بعد معارك البنية التحتية والموارد البشرية التي ستحدد سرعته المستقبلية. فالنمو، كما
