Yoon'un Aralık 2024'te sıkıyönetim ilanından önce topladığı Bakanlar Kurulu'nun, Han'ın bu yöndeki önerisinden önce planlandığı izlenimini verdiğini belirtti. Savcılık yetkilileri, Yoon'un, Han ve eski Savunma Bakanı Kim Yong-hyun ile birlikte söz konusu toplantının ardından sıkıyönetim ilanına ilişkin metni hazırladığını öne sürerek, hakkında "yalancı tanıklık" yaptığı gerekçesiyle 2 yıl hapis cezası talep etti. Kasımda Han'ın davasında tanık olarak dinlenen Yoon'a, söz konusu toplantının sıkıyönetim ilanını meşru göstermek amacıyla önerilip önerilmediği sorulmuş, Yoon ise sorunun yönlendirici olduğunu savunarak, Bakanlar Kurulu üyelerinin "görüntü oluşturmak için getirilen kişiler olmadığını" ifade etmişti. Özel savcılık, yalancı tanıklık suçlamasıyla iddianameye dahil edilen Yoon'un başlangıçta Bakanlar Kurulu toplantısı yapmayı planlamadığını, ancak durumu meşru göstermek amacıyla Han'ın önerisi üzerine bu yönde adım attığını ileri sürüyor. Dönemin Devlet Başkanı Yoon Suk Yeol, 3 Aralık 2024'te "muhalefetin devlet karşıtı aktivitelere karıştığı" gerekçesiyle sıkıyönetim ilan etmiş, Ulusal Meclisin bu kararı kaldırması üzerine geri adım atmak zorunda kalmıştı. Ulusal Meclisin 14 Aralık 2024'te yaptığı oylamada azli istenen Yoon, geçici olarak görevden uzaklaştırılmıştı. Anayasa Mahkemesi, 4 Nisan 2025'te verdiği kararda Ulusal Meclisin azil istemini kabul ederek Yoon'un görevden alınmasını onaylamıştı. Yoon'un görevden azledilmesinin ardından yapılan seçimi kazanan ana muhalefetteki Demokratik Partinin (DP) adayı Lee Jae-myung, 4 Haziran 2025'te Mecliste yemin ederek resmen görevine başlamıştı.
