merkezinde düzenlenen basın toplantısında yaptığı açıklamada, Hürmüz Boğazı'nın Uluslararası Denizcilik Örgütü tarafından serbest geçişi garanti altına alınan küresel deniz ticaret rotalarından olduğunu ifade etti. Bu durumu "uluslararası hukukun ihlali" olarak nitelendiren Hwang, boğazda geçiş ücreti almanın, boğazı kapatmakla eş değer olduğunu söyledi. Hwang, "İnsan eliyle inşa edilen Süveyş Kanalı'nın aksine burası gemilerin serbest dolaşımının uluslararası anlaşmalarla güvence altına alındığı uluslararası sular olup, bu tür sularda geçiş ücreti uygulamak uygun değildir." ifadesini kullandı. Güney Kore hükümetinin şimdilik bazı petrol tankerlerinin rotasını Kızıldeniz üzerinden değiştirmeyi planladığını belirten Hwang, Arktik deniz yollarının Güney Kore için alternatif bir rota haline gelebileceğini kaydetti. İran, ABD-İsrail'in 28 Şubat'ta ortak saldırılarıyla başlayan savaş sonrasında küresel enerjinin stratejik geçiş noktalarından Hürmüz Boğazı'nı kapatmıştı. Bu kararla petrol fiyatlarında savaş öncesine kıyasla yüzde 65'lere kadar artış görüldü. ABD ile İran arasında 8 Nisan'da varılan ateşkes anlaşması sonrasında Pakistan arabuluculuğunda yapılan görüşmelerde sonuç çıkmayınca ABD Başkanı Donald Trump, 13 Nisan'da İran'a deniz ablukası uygulama kararı almış ve Hürmüz Boğazı'na giriş yapan ve çıkan İran bağlantılı gemilere müdahale etmeye başlamıştı. İran, 17 Nisan'da Lübnan'da ateşkes sağlanması üzerine ateşkes süresince Hürmüz Boğazı'nın İran Donanması ile koordinasyon halinde olmak şartıyla ticari gemilerin geçişlerine açık olduğunu duyurmuş ancak ABD'nin deniz ablukasına devam edeceğini duyurması üzerine boğazdan geçişlere yeniden kısıtlamalar getirdiğini açıklamıştı. ABD, bu süreçte Umman Denizi ve Hint Okyanusu'nda İran'a ait bazı ticari gemilere saldırarak ele geçirmiş, İran da buna karşılık Hürmüz Boğazı yakınlarında biri İsrail'le bağlantılı bazı gemilere müdahale ederek el koymuştu.
