Başsavcılığınca eski Tunceli Valisi Tuncay Sonel hakkında yürütülen soruşturma çerçevesinde dönemin Tunceli Emniyet Müdürü Yılmaz Delen, tanık olarak ifadeye çağrıldı. Yalova İl Emniyet Müdürü olan Delen, talimat üzerine Erzurum'a geldi. Delen'in Erzurum Adliyesi'nde ifade işlemleri başladı. Tunceli'de 2019-2021 yılları arasında İl Emniyet Müdürlüğü görevini yürüten Yılmaz Delen, 23 Ocak 2026'da Yalova İl Emniyet Müdürlüğüne atanmıştı. Tunceli'de okuyan üniversite öğrencisi kızları Gülistan Doku'dan (21) 5 Ocak 2020'den itibaren haber alamayan ailesi, memleketleri Diyarbakır'dan Tunceli'ye gelerek 6 Ocak 2020'de emniyete kayıp başvurusunda bulunmuş, başlatılan arama çalışmalarından sonuç elde edilememişti. Ulaşılan yeni bilgiler doğrultusunda Tunceli Cumhuriyet Başsavcılığınca "kasten öldürme", "cinsel saldırı", "suç delillerinin gizlenmesi-yok edilmesi", "bilişim sistemine hukuka aykırı olarak girmek suretiyle verileri yok etme-bozma", "kişiyi hürriyetinden yoksun kılma", "suçu bildirmeme" ve "suçluyu kayırma" suçlarından yürütülen soruşturma kapsamında 15 şüpheli gözaltına alınmıştı. Şüphelilerden dönemin Tunceli Valisi Tuncay Sonel, Tuncay Sonel'in oğlu Mustafa Türkay Sonel, Doku'nun SIM kartındaki verileri sildiği iddia edilen eski polis Gökhan Ertok, hastane kayıtlarını sildiği iddia edilen dönemin Tunceli Devlet Hastanesi Başhekimi Çağdaş Özdemir, eski Tunceli İl Özel İdaresi çalışanı Erdoğan Elaldı, Celal Altaş, Nurşen Arıkan, Ferhat Hanedan Güven, Doku'nun erkek arkadaşı Zeinal Abakarov, annesi Cemile Yücer ve eski polis olan üvey babası Engin Yücer ile Tuncay Sonel'in o dönem koruma polisliğini yapan Şükrü Eroğlu tutuklanmış, Uğurcan A. ile Munzur Üniversitesinin güvenlik kameralarından sorumlu Savaş G. ve Süleyman Ö. haklarında yurt dışına çıkış yasağı kararı verilerek adli kontrol şartıyla serbest bırakılmıştı.
