Niti Aayog puts it more directly in its paper, saying, "Generic BA, BCom and BSc degrees "seldom translate into direct employment, while even entry-level jobs can require additional workplace skills such as Tally or Office applications."INDIANS ARE GETTING EDUCATED BUT THEY ARE NOT JOB-READY The mismatch highlighted by Niti Aayog's paper is visible not only in employment figures but also in what students themselves say they are missing. The paper cites evidence that 34% of students identify lack of skills as a key pain point while pursuing degrees, while 18% cite lack of interview preparation. It also points to gaps in digital and communication skills among workers. Perhaps the more striking revelation is that 80% of learners cite lack of practical experience and industry exposure as a major gap in their degrees. This exposes the central weakness of the education system that has traditionally measured success through enrolment, examinations and degrees rather than what happens when students leave the classroom. A graduate might know the theory of economics but not know how to analyse a company's finances in practical terms. A commerce graduate might have studied accounting but lack workplace software skills. Same in the case of a political science graduate, he might understand political theory but have no practical training in research, policy analysis or public affairs. The certificate received from colleges exists. The workplace capability might not.WHY GOVERNMENT JOBS BECOME THE DEFAULT ASPIRATION FOR STUDENTS The gap between what is taught in a classroom and what is required in the workplace helps explain India's intense competition for government employment. According to the Niti Aayog paper, 1.86 crore applications were received for just 55,000 posts between November 2024 and July 2025. The numbers explain an enormous imbalance between the aspirations generated by India's education system and the number of secure jobs available in the government sector. Finance minister Nirmala Sitharaman's argument while speaking to The Indian Express is that the answer cannot simply be to create more government jobs. Instead, the education system has to prepare young people for multiple destinations, like employment, entrepreneurship, self-employment or even joining and expanding a family business. "If you were to be in a developed country, they give a young person the option to go for higher studies in the subjects that they are interested in or go for a local technical university which teaches one particular skill and then also tells you how to go about handling that skill and what are the things that you can do with that skill," Sitharaman said.THE MISSING BRIDGE BETWEEN COLLEGE AND JOB MARKET IN INDIA Niti Aayog's analysis extends beyond the curriculum. The paper identifies weak "practical learning, insufficient industry exposure and inadequate job-readiness support". The paper also shows that tertiary education often lacks structured support for CV writing, mock interviews and job searches. Students can therefore reach the labour market without knowing how to demonstrate their abilities to employers. It further points to weaknesses in how practical courses are delivered. Faculty might teach emerging subjects without sufficient industry exposure, while inadequate infrastructure can leave students with superficial or outdated practical knowledge. The result of this is a vicious loop. Employers want experience, graduates lack experience, and colleges are not sufficiently integrated with the workplace to provide it. The paper says internships and apprenticeships can "provide that missing bridge", but also warns that such opportunities can themselves become superficial or tokenistic if students are merely observing rather than actually learning and working. So, India's challenge is no longer simply getting young people into colleges.
