Government Council Adopts Labor Reforms, Moves Forward on Election Plans

Rabat – Head of Government Aziz Akhannouch chaired today a Government Council session marked by legislative reforms, electoral preparations, and key senior appointments.

At the opening of the meeting, the interior minister presented an update on preparations for the legislative elections scheduled for September 23, confirming that the process has now entered an operational phase. The briefing highlighted ongoing efforts to ensure the organizational and logistical readiness of the electoral framework.

On the legislative front, the Council approved draft law No. 041.25, which amends several legal frameworks governing real rights, contracts and obligations, co-ownership, and lease-to-own arrangements. The government also adopted draft law No. 032.26 amending the Labour Code, introducing major changes to the status of private security personnel.

Under the new provisions, security guards employed by guarding companies will no longer be considered as working in discontinuous activity and will instead be subject to the standard working time regime. 

The reform effectively ends the previous system of 12-hour workdays paid at standard rates, aligning working conditions with broader labor protections. Officials said the measure is part of the implementation of the social agreement signed on April 29, 2024, as well as conclusions from the April 2026 central social dialogue.

According to Government Spokesperson Mustapha Baitas, the reform aims to ensure fairness for workers in the private security sector and reflects commitments made under collective agreements and ongoing social dialogue.

The Council also adopted two decrees aimed at strengthening the status and resources of the labor inspectorate, while postponing the examination of a draft law concerning higher education institutions.

In addition, the government reviewed a security cooperation agreement Morocco and Burkina Faso signed in Ouagadougou on December 10, 2025, along with a draft law approving its implementation.

Senior appointments

In accordance with Article 92 of the Constitution, the Council approved several high-level appointments. These included: 

Mohamed Tarek Bchir as Director of the Treasury and External Finance at the Ministry of Economy and Finance. 

Youssef Moflih as  Dean of the Faculty of Legal, Economic and Social Sciences of Aïn Sebaâ in Casablanca, 

Abdelaziz Bekkaliqi as  Director of the Moroccan Industrial and Commercial Property Office under the Ministry of Industry and Trade.

Akhnnouch concluded the session by stressing the government’s determination to advance much-needed changes across key sectors while maintaining momentum on reform initiatives, institutional development, and strategic priorities.
