GITEX Africa 2026: EU, Morocco Launch Digital Dialogue to Strengthen Strategic Cooperation
Marrakech – The EU and Morocco, through Morocco’s Ministry of Digital Transition and Administrative Reform, have launched a digital dialogue during GITEX Africa 2026 to strengthen strategic cooperation.
This cooperation reflects a shared vision to enhance mutual capabilities, as this year marks the 30th anniversary of the EU–Morocco Association Agreement.
The EU–Morocco digital dialogue also aims to advance data and AI-driven solutions for a citizen-oriented digital economy and society, which includes cooperation in AI, startup support, secure digital infrastructure, and interoperability.
“The partnership we are formalizing today with the European Commission is a concrete illustration of this dynamic,” Minister Delegate for Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, said today in a press statement.
“The Ministry will continue its commitments through the signing of new agreements, particularly in the fields of artificial intelligence and digital technology, with a constant focus on impact, sovereignty, and the public interest,” Seghrouchni further explained.
Henna Virkkunen, Executive Vice-President of the European Commission, echoed the same sentiment as Minister Seghrouchni.
“The launch of the digital dialogue marks an important milestone in the long-standing cooperation between the EU and Morocco. It will deliver concrete benefits to businesses, startups, research institutes, and other stakeholders on both sides. In particular, it will strengthen cooperation between EU AI factories and Morocco’s innovation ecosystem in artificial intelligence,” Virkkunen said.

Areas of collaboration
The EU–Morocco digital dialogue will focus on facilitating the deployment of secure and reliable digital networks and infrastructures to support cooperation in areas such as AI and digital public infrastructure.
Therefore, it will involve exchanging best practices and supporting the development of AI-based computing infrastructures and their surrounding ecosystems by establishing advanced cooperation between Moroccan AI research institutes and EU AI factories.
This will include collaboration on research and innovation projects, as well as sharing resources and knowledge.
It will also strengthen collaboration in online governance and digital public infrastructure, including working toward interoperability between EU and Moroccan systems and frameworks, while also supporting startups in developing relevant solutions that meet the needs of businesses and society.

Operation process The first operational implementation of this agreement is now taking shape. Four European supercomputing centers (BSC, CINECA, GENCI, and LUMI) have signed a letter of intent with Mohammed VI Polytechnic University (UM6P), which hosts the most powerful supercomputer on the African continent. This cooperation will build on the successful landing of the Medusa submarine cable system in Nador, Morocco, as well as ongoing support for the “Digital Morocco 2030” strategy aimed at deploying digital public services.
The digital dialogue could also pave the way for concrete cooperation programs currently under discussion between the EU and Morocco. These would support the implementation of the “Digital Morocco 2030” strategy, the agreement signed today, and the Moroccan startup ecosystem. GITEX Africa 2026 positions itself as a strategic hub for connecting the continent’s digital growth with a global capital, bringing together more than 1,450 exhibitors and startups from over 145 countries for what organizers describe as the continent’s largest technology and digital economy gathering.
