"They put on quite a show for us out here, but it has been utter pandemonium," Ms Brannon said as lightning flashed nearby.
She said an evacuation announcement was made, then reversed, then issued once again - sparking chaos in the capital.
"It feels like a thunderstorm is coming," she added. "You can see right over here above the museums in the background... the wind has been incredibly gusty. Massive gusts, massive wind. It's blown over quite a few things. If you had anything on your chair, you were having to hold it down."
"It does feel like quite the act of God... but not in our favour," she added.
