Fransa Savunma Bakanlığı nezdinde Devlet Bakanı Alice Rufo'nun Cezayir'e bu hafta yaptığı ziyaretin, iki ülke arasındaki ilişkilerin yeniden başlamasını sağlayacağını umduğunu dile getiren Macron, son aylarda iç politikayla ilgili tutumların iki ülkeye çok fazla zarar verdiğini kaydetti. Macron, Fransızların çıkarlarını savunmanın görevi olduğunu ve bu kapsamda Cezayir ile Fransa arasında barışçıl ve yapıcı bir ilişkinin yeniden kurulması gerektiğini belirterek, "Bu ilişki her iki taraf için de saygılı olmalı ve her konuda çözüm bulunmasını sağlamalı." dedi. Emmanuel Macron, Cezayir ile insani, göç, güvenlik, ekonomik ve bölgesel konularda sorumlu çözümlere varmak istediklerini dile getirdi. Rufo, ABD merkezli X şirketinin sosyal medya platformundan yaptığı açıklamada, Macron'un mektubunu Cezayir Cumhurbaşkanı Abdulmecid Tebbun'a ilettiğini belirtti. Tebbun ile yapıcı bir görüşme gerçekleştirdiklerini dile getiren Rufo, "Amacımız, hafıza, güvenlik ve savunmanın yanı sıra göç ve yargı alanlarındaki işbirliğini yeniden başlatmak." ifadesini kullandı. Rufo, Macron'un talimatıyla, 8 Mayıs Setif ve Guelma katliamlarını anmak üzere Cezayir'e gelmişti. 8 Mayıs'ta Setif'teki anma töreninin ardından yaptığı açıklamada Rufo, "Hakikat şu ki, 8 Mayıs 1945'te Fransa barbarlığa karşı zaferini kutlarken, aynı anda Setif, Guelma ve Kherrata'da trajik olaylar yaşanıyordu." ifadesini kullanmıştı. Elysee Sarayı'ndan bu hafta yapılan açıklamada, Macron'un talimatıyla, Cezayir Büyükelçisi Stephane Romatet'nin 8 Mayıs Setif ve Guelma katliamlarını anmak üzere Rufo ile Cezayir'e gideceği bildirilmişti. Büyükelçi Romatet'nin Cezayir'deki görevine geri döneceği belirtilen açıklamada, Macron'un Cezayir ile "geleceğe yönelik güvene dayalı ilişkiler kurmak" ve bu ülke ile "etkin diyaloğu" tesis etmek istediği vurgulanmıştı. Sömürgeci Fransız güçleri tarafından 8 Mayıs 1945'te gerçekleştirilen katliamlarda 45 binden fazla Cezayirli öldürülmüştü. İki ülke arasında Fransız yetkililerin yıllardır iade etmeyi reddettiği Cezayir arşivi ve Paris'teki İnsan Müzesi'nde bulunan halk devrimi liderlerinin kafatasları, Fransa'nın 1960-1966 yıllarında Cezayir Çölü'nde gerçekleştirdiği nükleer denemelerin kurbanları için tazminat ödenmesi ve Bağımsızlık Savaşı (1954-1962) sırasında kaybolan 2 bin 200 kişinin akıbetinin açıklığa kavuşturulması gibi çözüm bekleyen tarihi konular bulunuyor.
